Environmental Regulation,Air Quality,and Healthy Human Capital

In the new normal period of economic development,the balanced development of environmental protection and social health has always been a high degree of concern to all sectors of society.The existence of environmental pollution and its negative effects make it difficult for cities to recover to the state of Pareto efficiency by themselves,and all aspects of urban development and progress have been affected to a certain extent,the economic benefits of society may be reduced.Therefore,in order to solve these problems,environmental regulation plays an important role,which can play an important role in environmental mitigation and social benefits.But any behavior’s appearance,is needs to pay certain condition,in the expense foundation,can achieve the anticipated effect,more intuitionistic will,the environmental regulation question is a cost and the benefit relations question.Making reasonable environmental regulation policy and implementing it effectively,making "green water,Green Mountains" and "golden mountains and Silverhill" coexist harmoniously is a problem that must be faced and dealt with at present.As to whether the pilot policies for low-carbon cities implemented in recent years can further protect people’s rights and interests,implement the core concept of "people-oriented",and continuously improve and accumulate healthy human capital on the premise of maintaining healthy and sustainable development of society,to inject a continuous stream of fresh blood for social development,this should be our primary consideration.Starting from the pilot policy of low-carbon cities implemented in 2010,this paper briefly reviews the relevant literature on environmental regulation and healthy human capital,and expounds the theoretical basis of environmental regulation,according to the relevant theoretical content,the paper gives the framework and structure of this study,and briefly reviews the historical evolution,current situation and air pollution prevention and control policy of China’s environmental regulation.Based on the theory of low-carbon city policy and environmental regulation,and combining the idea of double difference method,the relevant model is established.Using panel data from2006 to 2016 at the local level in China,a dual differential model was constructed to test the causal relationship between environmental regulation and healthy human capital under the planning of low-carbon urban policies,at the same time,a variety of methods are used for stability testing and mechanism analysis.The study found that: the level of healthy human capital is statistically related to environmental quality,regional development level,city scale,etc.,and there is a positive correlation;there are statistics on environmental quality and development level,city scale,and the proportion of secondary industry in GDP.There is a positive correlation in academic correlation;the level of regional development is statistically correlated with the city size,the proportion of secondary industry in GDP,etc.,and there is a positive correlation;the number of hospital beds and the industrial structure are statistically correlated There is a positive correlation.In general,there is no statistical correlation between the level of health human capital and the industrial structure,environmental quality and industrial structure,and the proportion of the secondary industry in GDP and the number of beds in hospitals and hospitals.There is also a statistical correlation among other variables.Correlation,in which city scale and the proportion of secondary industry in GDP,city scale and industrial structure are negatively correlated,and the others are positively correlated.Therefore,it can be seen from the above conclusions that environmental regulation affects the level of healthy human capital by affecting air quality.In the new concept of economic development,we need to firmly believe that: the implementation of low-carbon policies and environmental regulation is essential in the current context of reality,but also will give positive impetus to the development of society.After the implementation of environmental regulation,in a certain period of time,the relevant enterprises or industries need to pay the cost of input,but as a whole,these costs of input is not much.Relevant departments and enterprises do not need to rely on a great sacrifice to achieve environmental regulation.This will be offset by technological upgrading,which will make up for the cost of weeding out firms with high levels of pollution and emissions.Therefore,what needs to be set up more in the period of transition is the idea of environmental regulation,to understand clearly the losses and gains in the process of environmental regulation,only to have a clear understanding of this,in the actual implementation link,in accordance with the established plan to complete,so that the development of environmental regulation more smoothly.In the future,we should not only control the environmental pollution,but also reflect the health of people and improve the level of healthy human capital.After all,the development of society,in the final analysis depends on people.At the same time,the government departments also need to take into account the differences between the regions,the implementation of more precise environmental regulation policies,do not engage in "one-size-fits-all.".According to the industrial structure and economic development of different regions and cities,the environmental regulation system suitable to local conditions should be reasonably formulated.Specifically,different measures will be adopted for different regions and industries in terms of environmental tax collection standards,emission standards for pollutants,and entry thresholds for industries,carrying capacity said,and the implementation of these policies and the degree of severity of implementation is also in accordance with the city’s own development to decide.So that the environmental regulation policy constantly play a good effect.To strengthen the linkage of talents in various development regions and surrounding urban circles,and to pay attention to the promotion of the city’s own development brought about by the development of innovation and its radiation effect on surrounding cities,so as to foster a kind of green and innovative idea and atmosphere in the whole city,so that many enterprises and industries in the process of production and development,can consciously assume their social responsibility.
