Research On The Impact Of Environmental Regulation On The Industrial Competitiveness Of The Yangtze River Economic Belt

The Yangtze River Economic Belt is an important strategic plan made by China to keep up with the development of The Times.As the backbone of the economic development of the Yangtze River Economic Belt,industry must enhance its competitiveness.However,in the past,industrial production mainly relied on high input of resources,blindly pursuing development speed and neglecting environmental protection,which led to many problems such as environmental pollution,ecological destruction,and energy depletion.Environmental regulation is the defense,control and management of environmental problems.In order to pursue a win-win situation between economic development and environmental improvement,achieve green development,many scholars have conducted research and analysis on the relationship between environmental regulation and industrial competitiveness.Considering that China is in a stage of high-quality development with technological innovation as the core driving force,this paper further introduces technological innovation to explore the interactive influence of technological innovation and environmental regulations on industrial competitiveness under the high-quality development model.Firstly,this paper summarizes the classic theories involved to form the theoretical basis for further research,and sorts out the relevant literature to understand the current situation at home and abroad.Secondly,it analyzes the status quo of industrial development in the Yangtze River Economic Belt and summarizes its problems in economic,technological and green development.Then,the paper constructs an industrial competitiveness evaluation index system from multiple dimensions such as "industrial scale" 、 "industrial efficiency" 、 "innovation capability" 、 "energy consumption",and uses the DEA-Malmquist index model to evaluate the industrial competitiveness of each region of the Yangtze River Economic Belt.Next,it constructs a panel regression model and a threshold model to study the interactive impact of technological innovation and environmental regulation on industrial competitiveness.The empirical results prove that:(1)The industrial competitiveness of the Yangtze River Economic Belt has gradually increased from 2008 to 2018,but to further improve,it is necessary to promote technological progress;(2)The industrial competitiveness of the lower reaches of the Yangtze River Economic Belt is relatively high.the industrial competitiveness of Jiangxi,Yunnan,Guizhou and Chongqing is lower than the average level of the Yangtze River Economic Belt,especially in Guizhou and Chongqing,where the industrial competitiveness is far from the average level;(3)From the perspective of direct impact,there is a significant inverted U-shaped relationship between environmental regulations and industrial competitiveness,and its trajectory shows a trend of first rising and then falling;after the introduction of technological innovation,it was found that during the sample period of the study,The implementation of environmental regulations in the Yangtze River Economic Belt will have a negative impact on the improvement of industrial competitiveness.But technological innovation can weaken this negative impact;(4)When environmental regulations affect regional industrial competitiveness,there is a single threshold effect of technological innovation.According to the threshold value,the 11 provinces and cities along the Yangtze River Economic Belt can be divided into“low innovation level”areas and“high innovation level”areas.Among them,the production cost in the “ low innovation level ” areas will increase when the environmental regulation is strengthened,the cost effect is greater than the compensation effect,thus hindering the improvement of regional industrial competitiveness;while the implementation of environmental regulations in “high innovation level” areas will not have a significant inhibiting effect on industrial competition,and can even bring into play the synergistic effect of scientific and technological innovation to promote the improvement of regional industrial competitiveness.Finally,according to the research results,this paper puts forward some countermeasures and suggestions to enhance the industrial competitiveness of the Yangtze River Economic Belt.
