The Yangtze River Economic Belt stretches across three major areas in the east,west and east of our country,covering about 2.05 million square kilometers.Its population and economy all exceed 40% of the country's total.The ecological status of the Yangtze River Economic Belt is very important.Its comprehensive strength is strong and its development potential is huge.At the beginning of 2016,General Secretary Xi Jinping pointed out at the forum for promoting the development of the Yangtze River economic belt that "for a considerable period of time and in the future,it is necessary to put the restoration of the ecological environment in the Yangtze at an overwhelming position,grasping great protection and not pursuing grand development" The state attaches great importance to the ecological environment in the Yangtze River economic belt.Local governments formulate environmental regulatory policies and industrial structure as the key ways to coordinate the sustainable development of economy and environmental protection.Their influence on environmental regulation can not be ignored.At the same time,the issue of environmental pollution in the Yangtze River economic belt and the realization of the goal of sustained and steady economic growth urgently require the industrial structure to be upgraded in a rationalized and advanced manner.Therefore,it is very important for the future development of the Yangtze River Economic Belt to formulate a reasonable environmental regulation policy,adhere to the industrial upgrading and development mode driven by innovation,and strengthen environmental protection and environmental governance.First of all,this paper combs the research literature related to environmental regulation and industrial upgrading,analyzes in depth the theoretical basis of environmental regulation and industrial upgrading,and constructs a mathematical model to analyze the mechanism of environmental regulation affecting industrial upgrading.On this basis,from the demand,technological innovation And FDI in three aspects of the environmental regulation on the industrial upgrading of the transmission mechanism for analysis.Secondly,based on the index data of 102 cities in the Yangtze River economic belt from 2005 to 2015,this paper analyzes the status quo of industrial upgrading and the intensity of environmental regulation in the Yangtze River economic belt in more detail.From three aspects: industrial development overview,industrial development direction and industrial upgrading speed This paper describes the status quo of industrial upgrading in the Yangtze River economic belt and analyzes the environmental regulation intensity of the Yangtze River economic belt from two dimensions of time and space.The results show that: Most industrial industries are in the "231" pattern from the perspective of industrial pattern development.From the perspective of industrial development,the primary industry in the Yangtze River economic belt has shown a lagged development in the past decade.The secondary industry shows Obviously ahead of the trend of development,the tertiary industry showed a steady upward trend in development,of which Shanghai,Jiangsu and Zhejiang Province,the tertiary industry are showing a trend of advance development;from the industrial upgrading rate,the industrial structure showed a rapid transformation And the industrial upgrading effect is remarkable.From the perspective of environmental regulation,the intensity of environmental regulation in the Yangtze River economic belt continues to increase,and the spatial correlation of environmental regulation is continuously enhanced.Finally,the article empirically analyzes the effect of environmental regulation on the industrial upgrading in the Yangtze River economic belt by building a model,and sums up the countermeasures to promote the industrial upgrading of the Yangtze River economic belt based on the empirical regression results.The results show that:(1)Environmental regulation can effectively force the industrial upgrading in the Yangtze River economic belt,among which the demand,technological innovation and FDI are the key factors for environmental regulation to forge industrial upgrading;(2)The environmental regulation intensity of the Yangtze River economic belt is as follows The first is that the distribution of environmental regulation intensity in the lower reaches of the Yangtze River gradually changes from sporadic to the overall flake,forming the trend of "Baotuan";second,the intensity of urban environmental regulation in the middle reaches of the Yangtze River economic belt presents a pattern of descending and then rising;Third,the intensity of environmental regulation in the upper reaches of the Yangtze River economic belt has not changed much in general,but the changes in some regions have been prominent.(3)The industrial upgrading of 102 cities in the Yangtze River economic belt has shown a significant spatial positive correlation in space.Environmental regulation,technological innovation,There is a significant spatial spillover effect on the industrial upgrading caused by the variables such as investment demand,human capital and resource endowment.However,the spatial impact of FDI and consumer demand changes on industrial upgrading is not significant.In addition,the empirical results of the spatial Dubin model of the economic belt in the Yangtze River show that for every 1% improvement in the intensity of environmental regulation,the level of industrial upgrading will be increased by 0.061%.This is consistent with the Porter hypothesis that from a spatial unit perspective,Under the environmental regulation level,strengthening the intensity of environmental regulation can not only force local industrial upgrading but also promote industrial upgrading in neighboring areas.Finally,based on the conclusion of the above studies,the article puts forward corresponding countermeasures.
