Research On Ecological Restoration Fund System In China

With the rapid development of economy,China is also facing severe environmental problems.In terms of ecological damage and environmental pollution control,ecological restoration has been widely used.In order to promote the smooth progress of ecological restoration,the Chinese government continues to increase the financial allocation in the field of environmental protection and ecological restoration.However,due to the difficulty,long cycle and large investment of ecological restoration,ecological restoration has always been faced with the obstacle of insufficient funds.At the same time,because China has not yet established the ecological restoration fund system,the existing ecological restoration fund management system has some problems,such as single source of funds,incomplete system and so on,It is not conducive to the scientific management of funds and improve the efficiency of fund utilization,and can not meet the needs of the ecological restoration market.In the face of the expanding ecological restoration market,it is urgent for China to establish and improve its own ecological restoration fund system on the basis of summing up the existing experience and learning from foreign ecological restoration fund system.The main problems of the existing ecological restoration fund system in China are that the fund management organization is not perfect,the source of fund raising is not coordinated,the use procedure is too principled,and the fund recovery system is lack.By introducing the legislative experience of foreign advanced countries,the author thinks that,first of all,China’s ecological restoration fund system needs to get rid of the fund account mode which is widely used now,and adopt the legal person management mode to reconstruct China’s ecological restoration fund system;Secondly,we need to build a diversified source of funds for ecological restoration fund to ensure a stable source of funds for ecological restoration fund;Thirdly,the ecological restoration fund needs to establish a sound fund use system to ensure the efficiency of fund utilization and avoid resource waste;Finally,it is necessary to establish a complete fund recovery system to recover the compensation when the responsible person is finally determined or the responsible person recovers the ability to perform,so as to achieve the balance between the damage socialization relief and the damage liability principle,and provide guarantee for the long-term stable operation of the ecological restoration fund.
