| China’s economy develop rapidly,people’s demand for a high-quality environment has increased.China has paid more and more attention to environmental issues,put investment on environmental pollution control,and increasing the intensity of environmental regulations,leading to the reconfiguration of production factors,which influences the overall society employment.On the other hand,with economic development and technological progress,a large number of surplus rural laborers have moved to cities and towns to find employment in the non-agricultural sectors of cities and towns.With more and more stringent environmental governance,the employment of migrant workers in cities and towns has gradually emerged.Coupled with the impact of the epidemic,under such circumstances,it is particularly urgent to study whether the increase in the intensity of environmental regulations will have an impact on the employment of migrant workers in cities and towns.By collating data from 2006 to 2017,this text calculates the intensity of environmental regulations in each province.Based on mathematical analysis and derivation,this text uses systematic GMM to empirically test the direct and indirect effects of environmental regulations on migrant workers’ urban employment.The study found that,overall,increasing the intensity of environmental regulations has a significant negative impact on the employment of migrant workers in cities and towns.In terms of regions,in high-income areas,increasing the intensity of environmental regulations has a stronger inhibitory effect on urban employment for migrant workers than in low-income areas.Big.On the other hand,on the whole,increasing the intensity of environmental regulation can inhibit the employment of migrant workers in cities and towns through the effects of industrial transfer and industrial upgrading.In terms of different regions,in high-income areas,increasing the intensity of environmental regulation will not have a significant effect on industrial transfer,while the effect of industrial upgrading is more obvious.Therefore,the effect of industrial upgrading is mainly to restrain the employment of migrant workers in cities and towns.In low-income areas,the effect of industrial transfer is more pronounced,and it has a restraining effect on the employment of farmers turned construction workers in cities and towns.In response to the above research findings,policy suggestions are put forward.First,the government should consider environmental regulations in all aspects and comprehensively formulate relevant environmental policies.Second,it should also promote industrial upgrading to promote the development of the tertiary industry and increase the employment scale of migrant workers in cities and towns.Finally,It is pointed out that enterprises,individual migrant workers and the government should improve the level of migrant workers’ human capital.While improving the environmental quality,the above policy recommendations increase the urban employment needs of farmers turned construction workers,realize the harmonious development of environmental pollution control and urban employment of rural migrant workers. |
