With the continuous growth of expressway mileage in our country,the traffic safety problem in the process of expressway operation has become increasingly prominent,and the expressway traffic safety management under bad weather conditions has become the most difficult and important problem that people need to solve.In particular,foggy weather poses great threat to the road safety performance,driver’s sight and safe driving of expressways,and frequent traffic accidents occur due to topography,geomorphology and climatic conditions especially in mountainous areas of Southern China.The situation of expressway operational safety management under foggy conditions in mountainous areas is very serious.How to improve the operating efficiency and safety of expressway under the foggy conditions in mountainous areas is an important problem faced by expressway management departments.In response to the above problems,this paper studies the safety management and control technology of expressway operations in mountainous areas under foggy conditions from two aspects: research on safety management and control facilities and research on safety management and control strategies.In terms of the research on technical facilities for safety control,based on the occurrence mechanism of accidents in foggy days and drivers’ safety driving guidance requirements,the technical scheme of intelligent guidance system for driving safety in foggy areas is proposed,and the systematic control strategy and control mode are determined;the safety guidance signs on foggy road sections are designed to improve the prompting function of dangerous traffic and road environment for drivers.In terms of safety management and control strategy research,based on the information hierarchical release mode of road networks and road sections,the expressway information linkage release strategy under fog conditions is formulated to improve the efficiency of traffic information release;the determination method of reasonable value of speed limit under foggy conditions is established;the suggested speed management scheme in the case of traffic events and traffic demand under typical foggy conditions and the decision-making method of highway traffic flow organization and management under heavy fog conditions are proposed;which provides reference for highway operation safety management in mountainous areas under foggy conditions.This paper analyzes the driving safety requirements of expressway in mountainous areas under foggy conditions through the investigation,data collection and traffic accident meteorological data processing.Combined with various means and methods such as safety guarantee technology,information release technology,ergonomics,simulation and evaluation of safety management measures,the paper makes a scientific analysis and research on the highway operational safety management and control technology and safety assessment under foggy conditions in mountainous areas.
