Research On The Evaluation Of Industrial Green Development Level In Nine Provinces Along The Yellow River Basin

With the "Belt and Road","Western Development" and "Central Plains Economic Rise" strategies,and the ecological protection and high-quality development of the Yellow River Basin have become national strategies,the Yellow River Basin has become more and more important in my country’s economic and social development.Under the background of the new era,green development has become the main tone of China’s economic development,the only way to achieve high-quality economic development,and the inevitable choice for industrial transformation and upgrading.This research is based on the status quo of industrial green development in the nine provinces along the Yellow River Basin,constructing an evaluation index system for industrial green development level for evaluation and analysis,and making targeted recommendations to achieve industrial green development and highquality development in the Yellow River Basin.The contents of this paper are as follows:This article first sorts out the literature review and basic theories related to industrial green development.Secondly,it introduces the general situation of industrial green development in the Yellow River Basin,and then constructs an evaluation index system for the industrial green development level of nine provinces along the Yellow River Basin from the three dimensions of industrial economic green growth,industrial resource environmental impact and government green policy support.Finally,the entropy weight-TOPSIS model is used to comprehensively analyze the level of industrial green development in the nine provinces along the Yellow River Basin,analyze the dimensions,compare the internal differences,and conduct a regional analysis from the perspective of the upper,middle and lower reaches of the Yellow River,and draw the following conclusions:(1)Since 2011,the overall industrial green development level of the nine provinces along the Yellow River Basin has shown an upward trend;(2)From the perspective of each province,the overall scores of the industrial green development level of the nine provinces along the Yellow River have shown an upward trend.,The increase rate is different.The rankings of the average scores of the industrial green development levels of the provinces and regions along the Yellow River Basin from 2011 to 2019 are: Shandong Province,Henan Province,Shaanxi Province,Sichuan Province,Ningxia Hui Autonomous Region,Inner Mongolia Autonomous Region,Shanxi Province,Gansu Province,and Qinghai Province.From the perspective of the scores of various dimensions,Shandong Province ranks first in the green growth dimension of the industrial economy,Henan Province ranks second,and Shaanxi Province ranks third.The scores of the industrial green development levels of the nine provinces are all showing an upward trend;the industrial resource environmental impact dimension,Shaanxi Province ranked first,Henan Province and Sichuan Province ranked in the forefront.The scores of industrial resources and environmental impact of the nine provinces and autonomous regions all showed a slow upward trend;Ningxia Hui Autonomous Region ranked first in terms of government green policy support,and Shandong Province ranked second.Inner Mongolia Autonomous Region ranked third.The scores of green policy support from the nine provinces and autonomous regions have fluctuated,and the final scores did not change much.(3)From the perspective of the upper,middle and lower reaches of the Yellow River Basin,the mean value of the comprehensive score of industrial green development from 2011 to 2019 is the lower reaches(0.4782)> the middle reaches(0.2957)> the upper reaches(0.2267).Summarizing the full text,put forward suggestions for the improvement of the industrial green development of the Yellow River Basin:(1)Resource-based areas promote industrial upgrading and expand green industries.Promote the upgrading of traditional resource-intensive industries while strengthening pollution control;vigorously develop high-tech industries,use new technologies,the Internet and other technologies to help upgrade traditional manufacturing;cultivate new energy sources and improve energy efficiency.(2)Build innovative advantages.Introduce technical talents and strengthen the integration of production,education and research;the government must vigorously support and invest.(3)Build a regional coordinated development mechanism.Give full play to the leading role of the Shandong Peninsula city group,strengthen the radiating and leading role of the Zhengzhou,Xi’an,and Lanzhou city groups,and promote the development of other cities along the Yellow River;build the ecological corridor mechanism of the Yellow River Basin;give full play to the national strategic positioning dividend to form regional linkages.
