Research On Using Urban Construction Waste As Resources In Light Of Collaborative Governance

At present,China is vigorously promoting the construction of new-type urbanization,and all kinds of resources continue to gather in central cities,gradually forming a coordinated development mode with regional development driven by central cities.The acceleration of new-type urbanization has resulted in considerable amount of urban construction waste,which has brought serious impact on the ecological environment and restricted the sustainable development of cities.Foreign researches on using urban construction waste as resources focus on the aspects of ideology,policies and regulations,marketization and so on,while domestic researches focus on the legal system,business model,technology research and payment mechanism.The stakeholders emphasized by domestic scholars are mainly the government and enterprises engaged in recycling of resources,while the public,media,social organizations and research institutions are comparatively less mentioned.At the same time,there are few studies by domestic scholars on how to effectively create synergy between various stakeholders in the utilization of urban constructions resources.Therefore,this paper intends to study the utilization of urban construction waste from the perspective of collaborative governance,which can not only broaden the application of collaborative governance theory in public governance research,but also enrich the research perspectives of using urban construction waste as resources.Research methods of case study and field interview are used to study the utilization and recycling of construction waste in Qingxiu District of Nanning City.It is found that,although the collaborative governance of construction waste utilization in Qingxiu District of Nanning City has achieved certain results in governance mechanism,marketing operation and department supervision,a number of problems still exist in the operability of laws and regulations,policy support,technological level,regulatory system,and participation of enterprises.The reasons for these problems include the lack of rule of law and synergetic thinking,imbalance of policy supply,shortage of scientific research resource,weak synergy regulation,and ignorance of multiple governance.Based on this,this paper puts forward governance ideas from the aspects of entity collaboration,levels of collaboration and mechanisms for collaboration.First,improve the law-based collaboration ability and improve mandatory laws and regulations.Second,enhance policy support to stimulate the vitality of enterprises and the market;Third,strengthen the cooperation between industry,education and research to promote technological innovation and product application;Fourth,strengthen the coordination between different departments and improve the government supervision system;Fifth,strengthen coordination and participation and give play to the roles of multiple entities.
