Carbon emissions,especially man-made carbon emissions,are the main causes of global climate problems.In recent years,more and more attention has been paid to them by all sectors of society.Making corresponding emission reduction strategies has become an important task to promote the sustainable development of human society in various fields.For this reason,academic circles have launched various unique studies.For our country,at this stage,the carbon emission of industrial sector is still the key sector in the process of carbon control,and the county is an important level of overall carbon and oxygen balance in China.Therefore,building the index system of county industry development and industrial spatial distribution,and using regression analysis method to study the impact mechanism of county productive carbon emissions can provide useful support for county industry departments to reduce and control carbon emissions.It is found that the economic development and carbon emission characteristics of the eastern,central and western counties in China are obviously different,showing a ladder-like distribution.On the one hand,economic growth has a close positive correlation with the total carbon emissions,on the other hand,it has a negative correlation with the intensity of carbon emissions.This shows that there is a "relative decoupling" trend between county economic growth and carbon emissions in China.In terms of industrial structure,the development of the second industry will have a positive effect on carbon emissions.However,because of the low level of the third industry in the county level,carbon emissions have not yet played a key role in restraining emissions.The impact of fixed assets investment on carbon emissions in eastern,central and Western China shows a completely opposite state.Fixed assets investment in economically developed areas effectively inhibits the sustained growth of carbon emission intensity,but in the economically underdeveloped western regions it plays a role in promoting carbon emission intensity.The same is true for industrial spatial distribution.Increasing spatial concentration of county industries in economically developed regions is conducive to controlling the growth of carbon emission intensity,but it will promote carbon emission intensity in economically underdeveloped western regions.At the same time,with the advancement of industrialization process,the layout of county industry is more flexible and diversified,and the centrality of industrial layout is decreasing,while the total carbon emissions keep increasing.Through the above analysis,it is found that the impact of industrial development on the carbon emissions of counties at different stages of development may be totally opposite,and this part of the difference should be fully considered in the formulation of carbon control strategies.In this paper,decoupling situation analysis is introduced into the division of carbon emission control zones.Taking provincial as an example,a two level control and zoning method is established,and the corresponding carbon emission reduction strategy is proposed.
