The pollution of farmland mulch is one of the most important agricultural non-point source pollution in Xinjiang,which severely restricts the sustainable development of Xinjiang’s agriculture and socio-economic environment.The implementation of plastic film recycling is an effective means to realize the control of plastic film pollution in farmland,which has a positive significance for reducing plastic film residue in farmland,improving farmland ecological environment,and promoting the sustainable development of agriculture.However,plastic film recycling is a typical positive externality measure.It is difficult for farmers to adopt effective recovery in the market mechanism alone,and the government needs policy intervention and adjustment.In recent years,with the promulgation and implementation of relevant policies at all levels of government,the corresponding incentive and restraint mechanism of each subject of plastic film recovery in Xinjiang has been gradually improved,and the construction of plastic film recovery system has been continuously strengthened,but due to the complexity of China’s rural environmental problems and the difference of social economic development,the use of policy tools in environmental governance has not achieved a rational effect,and there is still a certain gap between the utilization rate of plastic film recovery in Xinjiang and the realization of the 80% plastic film recovery rate required by the Ministry of Agriculture and Rural Areas in the current quarter.Therefore,it is of great theoretical and practical significance to study the influence mechanism of plastic film recovery policy on farmers’ plastic film recovery behavior in Xinjiang,to play the effectiveness of plastic film recovery policy,to improve farmers’ plastic film recovery rate and to realize the control of plastic film pollution in farmland.In this paper,based on the externality theory,mechanism design theory,evolutionary game theory and system dynamics theory,the current situation of film pollution in Xinjiang cotton field,film recycling policy system and the key obstacles of policy implementation were systematically analyzed and elaborated.Secondly,based on analyzing the influence mechanism of environmental regulation policy on farmers’ green behavior,the evolutionary game model between the government and farmers in plastic film recycling is constructed according to the evolutionary game theory.Finally,the SD model of government and farmers’ plastic film recycling is constructed to analyze the influence process of reward policy,constraint policy,guidance policy and their combination on farmers’ plastic film recycling stable strategy selection.Based on the above research process,the following conclusions are drawn:(1)The treatment of plastic film pollution in the cotton field has achieved some success,but the overall situation is still grim.With the efforts of governments at all levels,the plastic film recovery policy has been continuously introduced,the incentive and restraint mechanisms related to plastic film recovery have gradually become perfect,and the plastic film recovery rate of farmland has been significantly improved.However,due to the problems of long film mulching time,wide coverage,a large amount of use,the weak technicality of recycling machinery,and the high recycling cost of farmers in Xinjiang,it is necessary to continuously implement the film pollution control policy to ensure the participation rate of farmers in film recycling and the recovery rate of waste film to realize the protection of farmland ecological environment.(2)From the perspective of the single policy,incentive policy,constraint policy and guidance policy,there is a certain positive effect on improving the participation rate of farmers in plastic film recycling,but there are differences in the effect of the three.Among them,the implementation effect of the constraint-based policy is the best,and the implementation effect of incentive-based policy and guidance-based policy is poor.Under the existing subsidy and publicity efforts,farmers cannot achieve the choice of stable strategy for plastic film recycling.(3)From the perspective of the two-two policy combination,the combination of incentive policies and restrictive policies,as well as the combination of restrictive policies and guiding policies have better implementation effects,which can achieve stable strategic choices for the implementation of plastic film recovery by farmers.The combination of incentive policies and guiding policies is not the higher the intensity of policy implementation,the better the policy effect.Under the higher intensity of publicity or subsidies,the government gradually cancels the policy implementation or withdraws because of the higher cost of policy implementation,and farmers will also reduce their participation rate in plastic film recovery because of the policy cancellation.(4)Compared with a single policy and two-two policy mix,the combination of three policy tools has the best effect,and its policy synergy can effectively promote farmers to participate in plastic film mulching.When the three policies are jointly implemented,under the existing subsidy,punishment and publicity efforts,farmers can finally choose the film recycling strategy in a short period of time to achieve effective control of farmland film pollution.In the late stage of the implementation of the plastic film recovery policy,appropriate intensity constraints can be maintained,and the implementation of incentive policies and guiding policies can be gradually reduced to achieve the effective withdrawal of the plastic film recovery policy.
