In recent years,China’s construction industry has developed rapidly,but there is also a very serious problem of construction safety emergency capacity.According to statistics,the casualty rate of the world’s construction industry is second only to the mining industry and far higher than the average level of other industries.As the pillar industry of our country,the construction industry has a strong employment capacity.At present,the construction industry of our country mainly adopts extensive development,and safety accidents occur frequently.Therefore,it is necessary to strengthen the safety emergency capacity of the construction industry.At present,the emergency response capacity of engineering projects is still relatively lacking.For the site safety management of engineering project,we should not only pay attention to the routine safety management,but also pay attention to the emergency management in case of emergency.However,the current project safety emergency capacity defects are: the safety responsibility is not implemented,the project construction site safety emergency management is not in place,the safety education and training is insufficient,and the accident emergency management mechanism is not perfect.In view of the above situation,this paper takes the constraints of the project site safety emergency ability as the breakthrough point,integrates the research of emergency ability into the construction site safety management of the project,constructs a set of index system which can be used for the evaluation of the construction project site safety emergency ability,and constructs the evaluation model combined with the index system.Finally,through the actual case evaluation,the final evaluation results,combined with the actual situation of the project analysis of the reasons for this result and give the corresponding suggestions.The main contents and achievements of this paper are as follows:(1)This paper defines the concept of construction project site safety emergency capability,and analyzes the constraints of construction project site safety emergency management.This paper summarizes the restrictive factors,and constructs the initial index system of construction project site safety emergency capability from the static and dynamic capabilities.(2)In view of the initial index system,the structural equation model is constructed,the reliability test and validity test in the model are used to screen the indexes,and the modified model is established to verify the adjusted index system for many times,so as to make the index system more reasonable and scientific.Finally,the index system for safety emergency management of engineering project is established,including 2 first level indexes,7 second level indexes and 23 third level indexes Standard system.(3)Based on the index system constructed above,this paper uses fuzzy comprehensive evaluation method,multiplication synthesis combination weight method,entropy method to build the corresponding evaluation model.After the completion of the evaluation model,this paper selects the actual case for the corresponding evaluation,and analyzes the evaluation results.Finally,the paper proposes that the project site safety emergency management should improve the project site safety emergency management scheme,equip with safety emergency protection facilities,enhance the emergency awareness of personnel,and strengthen the inspection and supervision.
