In recent years, although the situation of safety production in China is maintaining stability, the situation of safety production is still grim. In the process of production, the emergency happens by chance, but the effective emergency rescue enable minimize the accident loss. The 76 th article of the Work Safety Law of the People’s Republic of China and the 74 th article of the Enterprise Production Safety Emergency Management Stipulated in Article Nine put forward the new requirements in the emergency ability construction and emergency rescue of our country. Therefore, we must strengthen the construction of enterprise safety production emergency ability, which has become an important strategic task for long-term development of the enterprise. In the construction of enterprise emergency ability, the emergency capability assessment is the foundational work, which can not only strengthen the construction of emergency ability, but also can construct a good safety cultural climate.On the basis of the whole process of emergency management, this paper which is reference to PDCA principles and 5M1 E in the quality management constructs the assessment index system of the enterprise production safety emergency capability. The index system is divided into three layers, with 3 indicators in level one, 10 indicators in level two and 33 indicators in level three. For example, the level one includes the monitoring ability, emergency response capability, conclusion ability. And the level two includes the man, plan, emergency supplies, environment, measurement; information transmission capacity, command decision-making ability, emergency rescue capabilities; summary analysis ability, handling ability.This paper selects the AHP to quantify the emergency ability assessment indexes and calculate the weights of assessment indexes in the help of MATLAB software programming. It builds the assessment model based on the fuzzy set-valued statistics and linear weighting method. In addition, it defines the assessment criteria of the basic indicators and the standard of the emergency capability classification. Finally, it applies this model to some iron and steel enterprise in Beijing, the result of assessment is 88.04 and its emergency ability level is Ⅰ, belonging to the level of caution. Then, this paper provides some countermeasures and suggestions for its emergency capability construction.
