| With the development of social economy and the improvement of people’s material consumption level,the problems caused by domestic waste are becoming increasingly prominent.It is imperative to carry out waste classification.Ninghai County is located in the leading area of domestic waste classification reform.Relying on municipal domestic waste classification policy resources,the domestic waste classification work in urban area of the county is being carried out in an orderly manner,which is manifested in the increasingly normalized operation of waste classification organization and management,the gradual deepening of waste classification publicity and promotion,the centralized promotion of classification pilot demonstration work,and standardized guidance of market-oriented classified collection,transportation and disposal.However,with the continuous promotion of urban waste classification work,the marginal benefits of policy implementation in various aspects of classification have a downward trend.Matland’s “Ambiguity-Conflict Model of Policy Implementation” provides an analytical framework to explore the effective implementation of policies from the perspective of policies themselves.Based on this,starting from the analysis of the urban domestic waste classification policy implemented in Ninghai County before 2020,it is found that the classification policy mainly refers to four links:classification infrastructure configuration,classification delivery,classification collection and transportation,and classification disposal,and the ambiguity-conflict attributes of each link are different.At the same time,through field research,it is found that the main problems existing in the implementation of the county’s urban classification policy are as follows:incomplete coverage of classification facilities and inadequate implementation of classification responsibilities outside the pilot area,lack of effectiveness and sustainability of residents’ participation in classification activities,implementation gap between market-oriented classification collection and transportation effectiveness and multi-category intelligent collection and transportation objectives,and the actual conditions for county government departments to implement terminal incineration disposal are not mature.After model adaptation,the results show that the key factors affecting the implementation of urban domestic waste classification policy in Ninghai County are as capital resources,rigid supervision power,micro collection and transportation situation and superior policy alliance.Improving the implementation effect of the urban domestic waste classification policy in Ninghai County should start from the key factors,strengthen the "high-level promotion" of the main body of the government on the urban classification work,and form a cooperative mechanism of multi-party participation in the implementation of the classification policy.The specific suggestions include: make good use of socialized classified resources to resolve the difficulties in the allocation and management of classified infrastructure;reconstruct the rigid power exercise relationship to reasonably share the pressure of classification disposal;improve the market mechanism of renewable resources to optimize the operating environment of classified collection and transportation market;build local "participation alliance" for waste disposal to eliminate the dynamic management weakness of "policy alliance". |
