Study On The Implementation Of Urban Domestic Waste Classification Policy In Kunming

At present,the increasing amount of waste is causing damage to the environment.It is one of the issues of common concern for the world that how to make good use of the waste resources,reduce the total amount of garbage disposal and improve the environmental quality through the classified management of garbage.The implementation of household waste classification will bring social,economic,ecological and other benefits.In the new era of green development and ecological civilization,China will continue to promote the classification of urban domestic waste and make unremitting efforts for the sustainable development of mankind.Kunming since 2017 was listed as one of the 46 national pilot cities,began to implement household garbage classification,to today,the city’s household garbage classification policy implementation reality,in the implementation of mandatory garbage classification and what kind of dilemma is very worth exploring.Based on the“Horn-meter” model as the theoretical basis,this paper takes the residents of the residential quarter in Kunming that implements the compulsory classification of domestic waste as the survey object,and summarizes the reasons for the dilemma of compulsory implementation through field investigation,questionnaire survey and indepth interview: the conflict between the policy objectives and the target groups,the extensive standards of policy implementation,the lack of funds and technical resources in terms of policy resources,the lack of policy enforcement force,and the lack of authority of the executive agencies,The professional quality level of the executive staff needs to be improved and the policy implementation system environment needs to be optimized.The purpose of this paper is to review the current garbage classification policy in Kunming,put forward suggestions based on the problems,and provide reference experience for promoting the compulsory classification of urban domestic waste in China.Based on the research results and the actual situation of Kunming,the author tries to put forward reference suggestions for optimizing the policy of household garbage classification in Kunming City from six aspects through the use of theories and knowledge related to public management,namely,refining and timely adjusting the target,strictly standardizing the implementation of policy standards,improving diversified funding channels,and increasing technical support.Strengthening the authority among municipal executive agencies and the capacity of grass-roots implementation,accelerating the process of relevant legislation and implementing rigid implementation,improving the ability of grass-roots personnel to implement and the recognition degree of target groups of policies,optimizing the economic and cultural environment of policy implementation.
