The report to the 19 th national congress of the communist party of China(CPC)pointed out that China’s economy has shifted from a stage of rapid growth to a stage of high-quality development,stressing that in the new stage,we should pay attention to the harmonious integration of economic and ecological progress,and continue to improve the quality of economic growth.In this context,the implementation of reasonable environmental regulation policies to promote the improvement of production technology has become an important way to transform the agricultural economy.Obviously,to achieve the "win-win" between agricultural economic growth and environmental regulation,the key lies in whether the "innovation effect" can be harvested to a certain extent,that is,whether environmental regulation can promote the technological progress of agricultural production.However,most of the studies on environmental regulation in academia focus on industry and energy,and the studies on specific environmental regulation measures in agriculture are relatively lacking.Therefore,based on the theory of "potter" as the theoretical basis,combined with the 16 cities in Anhui province from2011 to 2018 of agricultural input and output data,the use of DEA Malmquist productivity index model for agricultural total factor productivity and production technology level to measure,build environment regulation and the panel model of agricultural production technology level,aims to analyze environmental regulation intensity under the Anhui province agricultural total factor productivity and production technology level of time and space evolution,analysis of Anhui and southern Anhui,northern Anhui and Anhui three sub-regions in environmental regulation intensity effect on agricultural production technology level,To provide a basis for the implementation of relevant policies.The main research results of this paper are briefly summarized as follows:(1)the main reason for the growth of total factor productivity of agriculture in Anhui is the improvement of the level of agricultural production technology,and there are regional differences.From the perspective of time series,the total factor growth rate of agriculture in Anhui province is on the rise,which is mainly attributed to the improvement of production technology.From the perspective of space,the growth rate of agricultural total factor productivity and the level of agricultural production technology in central Anhui were the highest among the three geographical zones.(2)through the panel data model analysis,show that environmental regulations have a significant positive effect on the technical level of agricultural production,and conform to the porter hypothesis on the time dimension of environmental regulation on technical innovation of "U" type change,namely environmental regulation on technical progress has a first and then with the strength of the environmental regulation enhancement appears to promote changes in the process.(3)the impact of environmental regulation on the level of agricultural production technology in Anhui province is different in southern Anhui,northern Anhui and central Anhui.In general,environmental regulation has a significant impact on the level of production technology in northern Anhui,southern Anhui and central Anhui,and shows a u-shaped relationship.In comparison,there are differences between different regions,which are significant in > in northern Anhui,> in southern Anhui and Anhui.The influence of agricultural planting structure,human resource input,agricultural financial expenditure,knowledge capital input and other control variables on agricultural technological progress is also different in southern Anhui,northern Anhui and central Anhui.Finally,based on the analysis of agricultural total factor productivity and the influence of environmental regulation on agricultural production technology progress,targeted put forward to increase investment in science and technology,improve the level of agricultural production technology,strengthen government guidance,improve the environmental regulation policy system,make long-term planning,adjust measures to local conditions to implement environmental regulation policy recommendations,etc.
