With the rapid development of nuclear energy technology,nuclear energy has become an important pillar of clean energy in the world,and the prerequisite for the safe use of nuclear energy technology is to ensure the safety of nuclear facilities.In order to ensure the safety of nuclear power plants in various countries,in addition to considering the protection measures for nuclear accidents caused by equipment failures,personnel errors,natural disasters,etc.,they should also prevent attackers from deliberately destroying,stealing,and illegally transferring nuclear facilities.The safety protection system is the main tool to prevent nuclear facilities from being damaged by attackers,and its effectiveness plays a key role in ensuring the safety of nuclear facilities.The effectiveness evaluation of the security protection system is to evaluate whether the important assets and important facilities under the protection of the system can be adequately guaranteed,and it is an important subject in the field of nuclear security research.This paper studies the effectiveness evaluation method of security protection system from three levels:protection node,protection target and protection area.The research contents include:(1)In terms of analyzing system performance at the protection node level,this paper proposes an efficiency evaluation method based on Freud’s shortest path and EASI model.The method uses the delay time to establish the node protection effectiveness network,uses the Freud shortest path algorithm to calculate the shortest intrusion path from the protection node to the target path,calculates the minimum interruption probability from each protection node to the protection target through the EASI model,and gives Emergency measures combined with internal alert circle and response force.The method can quickly find weak protection nodes,and at the same time provide emergency measures when weak protection nodes are invaded,so as to provide more comprehensive protection performance for protection targets.(2)In terms of analyzing the system performance at the protection target and protection area level,this paper proposes an efficiency evaluation method based on the absorption Markov chain and EASI model.This method applies the absorption Markov chain to the analysis of the intrusion path of the adversary in the nuclear facility security protection system,effectively determines the weak intrusion target and node selection probability of the security protection system,and provides a reference for the improvement of the security protection system from the protection target level.This method analyzes the three factors of detection,delay and response,and obtains the weak areas under different influencing factors,which provides a reference for the improvement of the security protection system from the protection area level.(3)According to the proposed efficiency evaluation method based on Freud shortest path and EASI model and the efficiency evaluation method based on absorption Markov chain and EASI model,an efficiency evaluation platform is designed and implemented.With the help of this performance evaluation platform,users can conduct multi-level performance evaluation of the security protection system,so as to obtain reference suggestions for improving the security protection system,and provide support for the user’s final decision-making.
