Research On Legal Promotion Of Ecological Village And Town Construction In Gansu Province

With the proposal and development of ecological civilization construction,the construction of ecological cities has made some progress,but the construction of ecological villages and towns is still in its infancy,which restricts the overall progress of ecological civilization.Although as early as 2006,my country has carried out activities to create national-level ecological villages,and formulated the "National-level Eco-Village Creation Standards（Trial）",and established a number of typical ecological villages and towns accordingly.The development of the times has made it impossible to comprehensively measure the construction of ecological villages and towns.Gansu Province is located in the western part of the motherland,with various topography and landforms,and the rural ecological conditions are different.There are some outstanding problems in the construction of ecological villages and towns.Although the government is paying more and more attention to the construction of ecological civilization,and ecological construction will be mentioned in all the work of rural construction,there is still a long way to go before the whole province is fully built into ecological villages and towns.This paper takes the typical townships in Gansu Province established by the state as an example,through the discussion and research on the outstanding problems in the construction of ecological villages and towns,to promote the transformation of economic development in rural areas to a green economic development model;to promote rural construction planning and environmental resource protection work,improve To improve the living environment level,explore the normalization mechanism of ecological village construction,so as to speed up the progress of building ecological villages and towns in the whole province.This article is divided into five parts:The first part is the connotation of ecological village construction.First,clarify the meaning of "ecological villages and towns",and explain its important status.Secondly,it points out the main content of the construction of ecological villages and towns.The construction of ecological villages and towns is mainly devoted to the construction of ecological industries,the planning of ecological villages and towns,and the construction of human settlements,so as to create a beautiful living environment in the countryside and provide high-quality living conditions for rural residents.The second part analyzes the current situation of the construction of ecological villages and towns in Gansu Province.It not only lists the relevant policies issued by the government and the achievements of the province’s rural ecological civilization construction,but also analyzes the current shortcomings and existing problems in the construction of ecological villages and towns.The third part is to analyze the legal dilemma existing in the construction of ecological villages and towns in Gansu Province.It mainly analyzes from three perspectives: the legislative level is not perfect,the law enforcement level is weak,and the system level is blocked.The fourth part is to introduce the experience in the construction of ecological villages and towns at home and abroad.Through the introduction of the construction experience of ecological villages and towns in foreign countries and other domestic provinces and cities,such as the experience of "territorial consolidation" abroad and the experience of other domestic provinces in playing the role of village rules and regulations,think and explore how to promote the ecology of Gansu Province faster and better.The road to village construction.The fifth part is the legal promotion path for the construction of ecological villages and towns in Gansu Province.Based on the analysis of the current situation of ecological villages and towns construction in Gansu Province,the existing legal problems and their causes of ecological villages and towns in the second and third parts,and the reference of the fourth part of the experience of ecological villages and towns construction at home and abroad,explore the improvement of systems and laws to promote Gansu Province to be better Faster construction of ecological villages and towns.Focus on improving the relevant laws and regulations,standardize the responsibilities of governments at all levels in promoting the construction of ecological villages and towns,give full play to the guiding role of laws to the people,and use legal means to promote the construction and improvement of ecological villages and towns in Gansu Province.
