Along with the social economy development in our country, the economic growth mode rely on developing natural resources, and consuming high energy has brought the serious ecological problems. Ecological planning has become an effective means to advance economic and social development in the spatial layout, and an important way to promote economic development and environmental protection coordinately, and has also become the embodiment of sustainable development thought.Based on the economic development status and trend in Huidong County, This paper adopted scientific methods to analyze the problems existed in the ecological construction, then put forward the ecological construction planning in Huidong County. The conclusions were as the following:1. The natural resources in Huidong County are rich, and the natural condition is superior; however, the ecological restricting factors are significant. The weather in Huidong County belongs to western subtropical moist monsoon climatic region, and has enough rain, heat and sunshine; the annual average temperature is16.2℃, the average rainfall is1099.7mm per year, and the average sunshine hours are2288.6h. There are rich mineral resources in Huidong County, and has explored22kinds of ores, and the total reserves reached to152.12million tons. The main disadvantages of ecological construction in Huidong is that it located in the southwest border mountain the Sichuan basin, and the soil erosion is serious, Severe weathe frequent occurs, and the economic construction base is weak, which seriously restricts the ecological construction.2. Highlighting the core status of ecological industrial development in Huidong County, and establish will Huidong County industrial key developing zones, including Xiao Chahe group, Daqiao group, Jiangzhou group and so on, and put the pillar industry as the leading factor.3. Developing the ecological agriculture rapidly in Huidong County. At the basis of stable grain production, focus on the development of planting traditional crops, and economic crops in eastern area; and planting vegetables and tropical fruits along the river region. In the western regional, focus on developing the grain and oil production, horticulture and livestock and poultry breeding industry, and developing Chinese medicinal resources at mountain areas. Adopt the breeding way, and carry out the re-grass project, and establish a "livestock-Methane fermentation-grain/grass" animal husbandry industry recycle economy development mode, and realize waste resource utilization system. 4. To improve the ecological forestry industrialization scale, and increase the forest coverage, cultivate the Biological energy plant such Jatropha etc. Establish Baihetan power station tourist spot, high canyon subtropical scenery tourist area, and high mountain canyon subtropical fruit ecological tourism area.5. Strengthening infrastructure construction, and ecological villages and towns construction, ecological district and ecological rural construction, and manage the urban environment, and construct good ecological residential system.6. Promoting the science and technology supporting ability, environmental management ability, improving the environmental safety predicting, early warning and forecasting system, strengthening environmental consciousness education, to improve the sustainable development of the scientific and democratic decision-making mechanism, establish and improve the ecological construction of the social security system.
