| Living garbage incineration power generation is good at deal with the garbage to reduce its volume weight and make it harmlessness as well.Actually,the city is densely populated and land resources are extremely limited,the living garbage incineration power plant has great advantages in solving this difficult problem.In waste incineration power generations,the garbage is no longer a useless thing,but a precious resource.The workers transform the garbage’s energy into electricity,which illuminate thousands of households.This not only solves the livelihood problem of "garbage besieged city",but also brings lots of money to enterprises.However,in the process of incinerating domestic waste,many pollutants will be produced.Once the environmental risks are out of control and the pollutant discharge exceeds the standards,it will cause serious consequences.G Company’s Zigong domestic waste incineration power generation project was severely punished because its environmental risks are out-of-control and the pollutants are excessive discharged.In order to prevent such environmental risk events from happening again,this thesis attempts to study the environmental risks of the Renshou domestic waste incineration power generation project of G company in its operation period,and seek an effective management solution.We organized G company’s managers,operators and experts to set up a risk management expert group,and used the brainstorming method to identify the environmental risks of waste incineration power generation projects in its operation period.The expert group took the noise,sewage,flue gas,hazardous waste and other environmental risk sources generated by waste-to-energy projects as the starting point,and identified environmental risk factors such as high noise of the equipment itself,the noise reduction measures are not well,low garbage calorific value,overloaded garbage bins,and bag damage,and organize these environmental risk factors into the environmental risk list of the Renshou Waste-to-energy Project.We use AHP as the risk assessment method and the risk list of the Renshou project as the basis to construct an AHP model and a comparison matrix for environmental risks,and obtain the eigenvectors of the matrix through calculation to exclude the weight order of each risk factor.According to the evaluation results,the Renshou Waste-to-energy Project has four level III risks,such as loud equipment noise,overloaded operation of garbage bins,leakage of foul odors,and poor quality of garbage and low calorific value,which have a greater impact;There are ten level II risks,such as fire accidents,leakage of garbage pools,insufficient effective consumables,operator errors,and damage to dust removal bags,and their impact is small;There are eight level I risks,such as poor noise reduction measures and insufficient noise protection distance,with the least impact.The Renshou Waste-toenergy Project has no major environmental risks.In addition,this thesis proposes a management strategy of risk transfer and risk avoidance to deal with level III risks;proposes a management strategy of risk transfer and risk mitigation to deal with secondlevel risks;and proposes a management strategy of risk retention to deal with first-level risks.The Renshou project company adopts the risk management strategies above and formulates a risk monitoring table to provide effective solutions for the project company to scientifically manage environmental risks in its operation period.This thesis provides a valuable reference for similar enterprises to scientifically manage the environmental risks of waste incineration power generation projects,and helps to promote the healthy development of the waste incineration power generation industry. |
