| Urbanization will lead to changes in regional social and economic structures,and provide momentum for social progress and economic development.In order to solve the problems of excessive resource consumption,environmental pollution damage,land demolition and construction,and high population density in the early stage of urbanization development in my country,my country has clearly proposed a new road of "people-oriented" urbanization,requiring all localities to change the past urbanization construction.mode to resolve the conflict between resources,environment and economic development.The "green total factor productivity" includes the meaning of the above-mentioned coordinated development,that is,to invest the least cost of resources,energy,etc.to obtain the largest social and economic profit output.This paper incorporates new urbanization into the key factors affecting green total factor productivity.On the one hand,urbanization gathers advantages such as human capital,industrial capital,and advanced technology for the improvement of green total factor productivity.On the other hand,urbanization leads to over-concentration of population,environmental pollution,air quality decline and other issues inhibit the improvement of green total factor productivity.At present,there are few studies on the impact of new urbanization on green total factor productivity from the perspective of the coordination of environment and economy based on the prefecture and city level,and even less research on the impact of prefecture-level cities in Shanxi Province.In order to make up for the shortcomings of Shanxi Province’s research in this field,this paper hopes to release the positive role of new urbanization through systematic research,which has practical significance for the realization of Shanxi Province’s high-quality economy,comprehensive social progress,and sustainable environmental development.This paper takes Shanxi Province and its 11 prefecture-level cities as the research objects,establishes an evaluation index system,and uses the entropy method and the Super-SBM model combined with the GML index method to evaluate the comprehensive development level of new urbanization in Shanxi Province from 2003 to 2018.Factor productivity was evaluated,and then the panel data regression model was used to conduct research,including stationarity test and cointegration test,benchmark regression,using terrain relief as an instrumental variable to reduce endogeneity,threshold variable model regression,stability test,etc.The results show that:(1)From 2003 to 2018,the development of new urbanization in Shanxi Province advanced steadily,but the growth rate slowed down in the later period,and the regional development was uneven.According to the calculation of the entropy method,it can be seen that social progress,land use and economic development are the driving forces for the development of new urbanization in Shanxi Province.(2)Taking 2003 as the base period,from 2004 to 2018,the green total factor productivity of Shanxi Province gradually increased amid fluctuations and twists and turns,and there was little difference in the level of development among cities at the local level.From the index decomposition results,technical efficiency is the driving force for the improvement of green total factor productivity in Shanxi Province,but only relying on the improvement of technical efficiency cannot effectively improve green total factor productivity.(3)Through regression analysis,it can be seen that the new urbanization has a promoting effect on the improvement of green total factor productivity.The reasons for the promotion are reflected in the following aspects: first,it can increase the rational flow of human capital and maximize the utilization of human capital;second,it can improve the quality of laborers;the third is to promote the high-level rationalization of the industrial structure;the fourth is to promote the efficient use of land and the development of the green environmental protection technology industry;the fifth is to promote the government’s environmental protection management level and give full play to its supervisory role;Sixth,industrial agglomeration can enable enterprises to compete efficiently and reduce the cost of environmental management and governance.After decomposing the index,the new-type urbanization in Shanxi Province significantly promoted technological progress rather than technical efficiency,indicating that the new-type urbanization is more conducive to promoting enterprise reform rather than simply improving the level of production technology.Then,using the single threshold model to examine the stage characteristics of the impact effect,it shows that when the comprehensive score of new urbanization development exceeds the threshold value of 0.5543,the balanced development trend is gradually enhanced,and the promoting effect is more prominent.According to the research conclusions,the new urbanization in Shanxi Province should be developed along the road of green ecology,intensive and efficient,and benefit the people,and policy suggestions for promoting high-quality and stable economic growth are put forward:(1)improve the population service and management system.(2)We will promote the equalization of basic public services.(3)Increase the research and development and use of green technologies.(4)Strengthen the regional coordinated development model.(5)Accelerate industrial agglomeration and economic structure optimization. |
