In recent years,with the rapid development of the economy and the rapid advancement of industrialization,China's economic growth has encountered “bottleneck constraints” in resources and environment,and the economic growth rate has declined while serious energy depletion and ecological environmental pollution problems have emerged.The economy has become the consensus of the people of the country and the world.Therefore,it is of great significance to study the green economy efficiency and green total factor productivity growth of nine prefecture-level cities in Fujian Province.This paper takes nine well-developed prefecture-level cities in Fujian Province as the research object.Firstly,the non-radial and non-angle super-efficient SBM model is used to measure and analyze the green economy efficiency reflecting urban economic growth,energy conservation,and environmental protection.Redundancy and insufficiency analysis and convergence test were carried out.Secondly,the green Luenberger productivity Indicator was used to measure the green total factor productivity of the nine prefecture-level cities in Fujian Province and the regional differences in technical efficiency,and technological progress.And the trend of change,explore the source of green total factor productivity growth;finally,use the panel model to empirically analyze the factors affecting green economy efficiency and green total factor productivity growth.The research found that:(1)the overall level of urban green economy efficiency in Fujian Province is not high,and the input and output structure is not reasonable enough;the resources of Fuzhou,Zhangzhou,Xiamen,and Quanzhou are optimized and the green economy is more efficient;The improvement of capital use efficiency and wastewater discharge in Fujian is relatively large;the absolute value of the regression coefficient in the convergence test is relatively small.For a long period of time,the gap between the efficiency values of various cities still exists.(2)Technological progress is the main reason for promoting the improvement of green total factor productivity.Although efficiency change is not the main factor affecting the change of green total factor productivity,the low-efficiency change value also hinders the process of green total factor productivity improvement.The growth of green total factor productivity showed a short-term recovery after 2009,but after 2011,there was a large continuous decline;from the regional differences,the efficiency changes of Putian City,Longyan City,and Ningde City were biased.Sanming City has a phenomenon of “double deterioration”.(3)The impact of economic development on green economy efficiency and green total factor productivity all support the “environment Kuznets” hypothesis;economic openness is significantly positively correlated with green economy efficiency;foreign direct investment brings advanced production.The concept and management level have a positive effect on green economy efficiency and green total factor productivity;fiscal expenditure has a significant negative correlation with green economy efficiency.
