Study On The Evaluation And Influencing Factors Of Green And High Quality Development In Shanxi Province

With the rapid development of the economy,the problems of environmental pollution and resource depletion have gradually come to the fore.To resolve the contradictions between China’s crude development model and the resources and environment,to achieve a win-win situation between economic development and ecological protection,and to establish a harmonious relationship between human beings and nature,is an important measure to meet the new requirements of the new era.In recent years,the bright future of high quality development has become the focus of China’s sustainable economic and social development,and Shanxi Province has actively put forward the "Opinions on Strengthening Ecological Protection and Promoting High Quality Economic Development",making the important deployment of "promoting high quality development in all aspects".Green and high quality development has become an inevitable choice for economic development in Shanxi Province.An in-depth analysis of green and high quality development in Shanxi Province can provide reference and support for Shanxi Province to embark on the green development path of ecological civilization.This paper summarises the relevant theoretical research results on green quality development,takes the connotation of green quality development as the starting point,and establishes an evaluation index system for green quality development in Shanxi Province based on the principles of the evaluation index system from four dimensions:economic production,social development,resource use and ecological environment.The system is based on the four dimensions of economic production,social development,resource utilization and ecological environment.Based on the analysis of the inter-year variation of the green quality development level in Shanxi from 2010 to2020 and the comparison of the spatial differences of the green quality development level of 11 cities in Shanxi from 2016 to 2020,the main influencing factors of the green quality development in Shanxi Province and each city are identified using the barrier degree model,and corresponding countermeasures and suggestions are proposed to improve the green quality development level in Shanxi Province.The study is based on a comparison of the spatial differences in green quality development in Shanxi Province and municipalities.Through the analysis of the evaluation of the green quality development and the influencing factors of Shanxi Province and its cities,the following main conclusions are drawn:（1）The overall green quality development level of Shanxi Province shows an increasing trend from 2010 to 2020,and the 11 cities in Shanxi Province in 2020 are Taiyuan,Datong,Xinzhou,Yangquan,Yuncheng,Jincheng,Jinzhong,Lvliang,Changzhi,Shuozhou,Linfen in descending order.Changzhi,Shuozhou and Linfen.There are three cities in Shanxi Province with high level of green and high quality development,including Taiyuan,Datong and Xinzhou;six cities with medium level,including Yangquan,Yuncheng,Jincheng,Jinzhong,Lvliang and Changzhi;and two cities with low level,namely Shuozhou and Linfen.（2）The degree of obstacles at the green and high-quality development guideline level in Shanxi Province in 2020 is ranked from largest to smallest as Economic Production > Ecological Environment >Resource Utilization > Social Development.The main obstacles ranked in the top five in Shanxi Province mainly include the amount of sewage discharge,comprehensive utilization rate of solid waste,openness to foreign investment,openness to foreign trade,and the number of days to meet air quality standards.（3）In 2020,the main barriers at the indicator level for cities in Shanxi Province include the proportion of tertiary industry in GDP,openness to foreign investment,the proportion of fiscal expenditure on science and technology,carbon emission intensity per unit of GDP,comprehensive utilization rate of solid waste,and the amount of sewage discharge.In the evaluation and comparison of spatial differences in green and high quality development for Shanxi Province and various cities,the problems found include unreasonable economic structure,uncoordinated urban and rural development levels,low level of green travel,insufficient investment in science and technology innovation,and low efficiency in resource utilization.Based on the above study and the existing problems,this paper proposes countermeasures to enhance the green and high-quality development of Shanxi Province from the following five aspects,namely,optimizing and upgrading the economic structure,promoting green economic growth;coordinating regional coordinated development,promoting social and livelihood well-being;increasing green science and technology investment,improving the level of scientific and technological innovation;rational use of natural resources,strengthening ecological environment construction;promoting green lifestyles,advocating Green and civilised travel.
