SD-Based Energy-Efficient Residence Economic Incentive Policy Analysis

Energy shortage have holding back China’s economic and social development, which is an indiputable fact.Because of China’s rapid development of the cause of building,building energy consumption in the propotion of energy consumption is increasing.In recent years,the housing system reform has greatly promoted the domestic industry and national economic development.With a large number of new buildings increased,especially the high-grade constuction of public facilities,the growth of building energy consumption is rapid.Generally speaking,the China’s Total Energy Consumption of Construciton increased year and year,the propotion of TECC to the total energy consumption has rose from 10 percent(the late 1970s) to more than 27.45 percent in recent years.Moreover,china’s energy consumption per unit area heating is three times than the world averrage of it in the same climatic conditions.To compare with developed countries,the construction of China’s steel consumption is higher 10 to 25 percent than developed countries, cement consumption per one cubic meter of concrete mixing is more 80 kg than developed countries’,sanitary ware of the water consumption is more over 30 percent than the developed countries’, but wastewater reuse rate is only 25 percent of the developed countries.So,China promulgated a variety of Building Energy Saving laws and regulationgs and technical norms,in order to promote energy-saving building constuction,reconstruct non energy-saving building and control the transformation of non energy-saving construction.However ,the actual implementation of energy-saving .Buildings in China has yet to be enhanced.On the basis of the conprehensive analysis of domestic and international research literatures and preliminary studies ,accordings to the characteristics of incentive itself ,the paper analysed the limitations of mandatory policy and elaborated the significance of the Economic Incentive Policy on Building Energy Saving. The paper set forth principle of the theory related to the economic incentives of building energy saving ,through looking at the international economic intensive tools of buildings energy saving,bring up the new model about the economic incentive policy system on buildings energy saving,and put forward a series of new ideas relate to principles of economic incentives policy on building energy saving. These promoting measures do not achieve expected goals satisfactorily, one of the important reasons being lack of effective economic incentive policies.This paper establishes a system dynamics model to explore themechanism of residence market, which can be used to simulate the impacts of certain policies on demand and supply of energy-efficient residence.
