Countermeasures For The Construction Of"Four Good Rural Roads"in Qigihar

As a new word in the new era,"Four Good Rural Road" has been widely known.Since the 18 th National Congress of the Communist Party of China,General Secretary Xi has put forward many requirements for rural road construction.On September 7,2018,the National "Four Good Rural Roads" Management Spot Meeting was held in Anji County,Zhejiang Province.In order to promote the high-quality development of "Four Good Rural Roads",the Ministry of Transport made a specific deployment,clarified the new tasks and put forward new requirements,and pointed out that the main development direction of the "Four Good Rural Roads" construction in the future period is to promote the high-quality development of rural roads.The rural highway should be well managed,well protected and well operated,focusing on improving the management level of rural highway,promoting the comprehensive development of "Four Good Rural Roads",constantly improving the service level of rural highway,accelerating the modernization of agricultural countryside,realizing the goal of building a well-off society in an all-round way as soon as possible,and creating good transportation conditions.This paper summarizes the rural roads in Qiqihar City from four aspects of construction,maintenance,management and operation,introduces the development status,achievements and problems of rural roads in Qiqihar City,and takes the existing problems in the development of rural roads in Qiqihar City as the breakthrough point,learns from the advanced practices of other areas in China on the construction of "Four Good Rural Roads".The representative cases of villages and towns are analyzed,and more specific experience worth learning is summarized.Then it designs the scheme from four aspects: construction,management,maintenance and operation of rural highway,clarifies the specific implementation steps,tasks and implementation subjects,so as to make the division of work more specific and responsibilities more clear.Finally,from the four aspects of implementing the main responsibility,policy promotion,pilot guidance of demonstration counties and strengthening supervision and assessment,this paper puts forward the guarantee measures to promote the implementation of the "Four Good Rural Road" construction in Qiqihar City,so as to better develop the "Four Good Rural Road" in Qiqihar City,bring popularity and wealth to rural areas,especially poor areas,and promote the further development and growth of urbanization.
