Flood disasters are not only one of the major disasters that harm our Chinese nation,but also the number one natural disaster that harms the world.Therefore,the issue of flood prevention and disaster reduction has always been a hotspot in domestic and foreign research.With the rapid development of modern science and technology,China has more accurate models for flood forecasting,however,in the face of a sudden flood,faced with a complex evacuation road network and a large number of people to be evacuated,it is still an urgent problem to effectively guarantee the safe transfer of personnel to be evacuated to the designated area.This article focuses on the research of flood prevention and evacuation in the event of sudden floods,starting from the safety of the people to be evacuated,considering the time spent by the entire evacuation and the risks to the evacuated people,established a complete theoretical system to solve the problem of flood prevention and evacuation path planning in case of sudden flood.The main content and research results of the paper are as follows:(1)A priority system for flood control and evacuation transfer was constructed.By analyzing the characteristics of flood prevention and evacuation in case of sudden flood disasters,it is proposed to cut in from village evacuation priority and evacuation path priority,combine CCM and national highway traffic regulations to build a flood prevention and evacuation transfer priority system;(2)A multi-objective optimized flood control and evacuation model is proposed.Based on the analysis and comparison of the shortest path evacuation model,the shortest time evacuation model and the minimum risk evacuation model,considering the importance of time and risk to flood evacuation,a multi-objective optimized flood evacuation model was proposed with both as optimization goals;(3)A multi-objective optimization flood control and evacuation path planning algorithm based on transfer priority is proposed.In view of the shortcomings of the heuristic algorithm CCRP(Capacity Constrained Route Planing),it is proposed to add source transfer priority,consider the availability and safety of evacuation paths,improve the methods of evacuation path acquisition and selection,and optimize the shortest overall evacuation time and minimum evacuation risk,integrated multi-objective optimization flood control and evacuation path planning algorithm based on transfer priority.Through the calculation of simulated evacuation scenarios,the paper compares the original CCRP with the algorithm proposed in the paper from the overall situation and the individual situation,and verifies the effectiveness of the integrated multi-objective optimization flood control evacuation path planning algorithm based on transfer priority.
