Study On The Improvement And Optimization Of Rural Human Settlements Under The Guidance Of Assets

As the birthplace of Chinese traditional farming culture,the countryside carries countless or visible rich and valuable traditional resources.In the Millennium since the origin of civilization,the countryside contains the yearning of the wandering children and looks forward to the prosperity of the country.However,since the 1990 s,under the strategic choice of rapid urbanization development and the economic impact of globalization,the asset value of the social,cultural,environmental and other aspects of the rural level has been generally ignored and then reduced.The rural area inevitably erupts various problems of living environment,cultural style and social contradictions.It can be said that the rural environment is declining,and the rural area is in constant decline The artistic conception is gradually collapsing,and the development of the countryside is also standing still.At present,China is in the stage of new urbanization and urban-rural integration,and the rural related construction has gradually stepped into the central element position.In 2014,the State Council issued the guiding opinions on improving the rural living environment,which launched the nationwide vigorous "rural living environment improvement campaign".Up to now,the first stage of rural residential environment improvement has been completed,but taking Chongqing work as an example,reviewing the work from implementation to results,there are many problems.The essence of it is not clear about the connotation of the specific work of rural human settlements remediation,the objectives to be achieved and the problems to be solved.Therefore,based on the interpretation of the contradictions in the renovation of the current rural residential environment(distortion of the overall values of society,dissatisfaction with the material interests demand,uneven cognitive level of human subjects)and the cognition of the premise of the connotation of the renovation of the current rural residential environment(regional,characteristic,sustainable,social),this paper starts from the perspective of assets and selects the principles and needs of rural residential environment from the perspective of relevance To initially establish the evaluation system of rural human settlements assets(material assets,human assets,social assets).At the same time of recognizing the available assets in rural areas,the value of assets is determined by the weight calculation of analytic hierarchy process,and the remediation objectives are positioned by the analysis of assessment results,so as to explore and study the optimization measures of rural residential environment remediation under the guidance of assets.Based on the sample evaluation and score comparison between the rural areas and villages,this paper points out that the implementation of rural residential environment improvement needs to grasp the following aspects: first,the implementation of villages,the improvement of infrastructure according to local conditions;second,the synchronization of background,the cultivation of quality,and the strengthening of the overall human resources;third,the overall area,social linkage,and sudden Break rural development.The research results can provide a supplement for the implementation and theoretical research of rural human settlements remediation.
