Fuel is a crucial key point to the stabilization and prosperity of a country.But nowadays,traditional fossil fuel is sharply decreasing and the environment is heavily threatened by its negative effects.How to develop new and clean fuel comes onto stage.As a probable substitute of fossil fuel,biofuel is becoming the new developing trend.Due to the limitation and diversification of this newborn technique,there are some hidden difficulties in the mass exploiting,which calls for international communication and cooperation.Since the claim of “the Road and Belt Initiative”,China has been working deeply together with the Asian,European,and African countries along the line,mostly on the economic,political,and cultural issues.In this way,capital,technology,facilities,and personnel have two-way transferred,which speeds up the trend of global cooperation.Within these fields,fuel is a vital part.To reduce the dependence on fossil fuel,countries in “the Road and Belt Initiative” are now vigorously support the biofuel development.This article focuses on the existing biofuel policies in these countries,and analyses how the government can prosper the biofuel field from making an effective policy.By regressing and modeling the panel data of 4 countries,which is the top four countries of biofuel production within “the Road and Belt Initiative”,the article differentiates the notablefactors that help the development of biofuel.From former studies,most researchon Chinese international energy cooperationis concentrated on traditional energy such as oil,gas and coal,which is less connected to biofuel.Besides,most studies of international biofuel cooperation is within developed countries and seldom focused on “the belt and road” countries.Furthermore,qualitative analysis is more considered rather than quantitativemethods.Therefore,based on “the belt and road” policy,this research highlights the development of biofuel in this area,analyses the influence factor of biofuel production.And then we build regression model,using both qualitative and quantitative methods to analyze the reason,and come up this proper policy suggestions on how to cooperate on biofuel in “the belt and road” countries.The main research and conclusions are listed as follows.Firstly,this research sums up the current status of traditional fuel and biofuel in main areas in the world:the distribution of traditional energy is uneven,and the development of biofuel in developed countries is superior to developing countries;in the belt and road countries,developing countries demand for more energy than developed ones;China owns much coal,less oil and gas,the biofuel of which domains lots of countries in Asia,but still falls behind developed countries.Secondly,comparing biofuel production in “the Belt and Road” countries,we select China,India,Indonesia and Thailand as main objects of the study.In this way,we haveconfirmed the range of this study.Thirdly,this research also gives a brief comparison of biofuel policy in China,India,Indonesia and Thailand.In this way we come to the conclusion that every country has set biofuel policy from finance,technology and legislation,but each has its own emphasis: China relies on finance strategy;India put private capital and international capital into good use;Indonesia prefers with international aid in capital,technology and facility;Thailand vigorously exploit foreign planting base.Fourthly,concluded from domestic and foreign research,price,market demand,rural labor,policy,research input and GDP are selected as the influence factor.Besides,according to the result of influence analysis,we built data model,test the stability,and compare the difference of China,India,Indonesia and Thailand,which turns out that only market demand is the only factor that outstands in the four countries.Lastly,based on the former study,policy suggestions on international energy cooperation are made for China.Last but not least,some discussion and future research expectations are expressed.
