Over the past 20 years,China's continued economic growth has stimulated greater energy demand.China has become a major energy consumer in the world, and been unable to meet its rapid economic development demand for energy merely through self-sufficiency.China's dependence on energy imports has been deepening. After a long period of rapid economic growth driven by energy-intensive,export-oriented economic activity,China's economic growth is slowing down and entering a new period of economic transformation. However, regardless of economic growth,China's dependence on energy imports is irreversible in the short term. Therefore, energy security becomes a strategic issue concerning China's national security and development. The One Belt and One road brings new opportunities to solve the current energy security dilemma in China. In September and October,2013,during a visit to central Asia and southeast Asia,Chinese President Xi Jinping put forward to the concept of Jointly building“the Silk Road Economic Belt”and“21st-Century Maritime Silk Road”,namely,The One Belt and One road. The One Belt and One road aims to develop economic cooperation with countries along the routes, and promote economic prosperity. In particular, the construction of energy projects has realized the complementary advantages of China and countries along the routes, promoted the economic benefits of those countries, and greatly improved the security level of China's energy supply.Nevertheless, the current international energy supply and demand environment and security situation are complex and changeable, which puts China's energy security based on the Belt and Road at risk.Whether China can successfully defuse risks, will have a major impact on its own national security, neighboring countries and the international energy market.Considering the above mentioned problems, this paper explores China's energy security risks and countermeasures under The One Belt and One road.First of all, this paper discusses the concept of"energy security"and expounds the strategic significance of The One Belt and One road on China's energy security.Secondly, this paper analyzes the challenges China's energy security will face in the context of The One Belt and One road.Last but not least, this paper explores China's countermeasures to energy security risk.
