Research On GXGL Company Quality、Environment、Occupational Health And Safety Integrated Management System Construction

With the continuous development and expansion of the WTO family,more and more member countries have restricted competition by using some technical regulations and mandatory standards,forming various non-tariff barriers and breaking through the long-standing tariff barriers^[1].In order to make enterprises adapt to the new competitive situation and develop,it is necessary to take various measures.Since 1993,many enterprises in our country have taken measures to connect with the international standards.By adopting the system standards formulated by the international organization for Standardization（ISO）to create their own enterprise management system,they can improve their own production efficiency,update their business model and create a management system that can adapt to market competition.However,when we are faced with many management systems,if each system is created,operated and certified independently,it will inevitably consume the limited resources of the enterprise,resulting in the waste of human resources and financial resources.This makes more and more organizations face the problem of integration of two or more management systems,that is to say,more and more organizations are facing the problem of establishing an integrated management system.Based on the research results at home and abroad and the current situation of management system construction at home and abroad,this paper makes a theoretical study on the existing management systems,and finds that the quality,environment and occupational health and safety management system has many identical contents in the content of procedures,and many similarities in the structure mode,which is necessary and feasible for the integration of the three systems.Then through the construction examples of three management systems of GXGL company,the paper compares the creation of several separate management systems,the implementation of audit and certification,the creation of an integrated management system and the completion of audit and certification.It is found that the creation of several separate management systems will seriously waste the limited resources of the organization and reduce the efficiency of enterprise management,so we choose to create an integrated management system.This paper introduces the process method and PDCA cycle method of integrated management system,and discusses the mode of integrated management system combining with the actual operation of GXGL company.GXGL company determined to take quality as the main line,use the method of process control,bring all activities of the organization into PDCA cycle mode,and complete the construction of the company’s integrated management system through the systematic preparation of documents and the sorting of main workflow.This paper also uses AHP to evaluate the effectiveness of the integrated management system,and finally guides the company to pass the audit and certification of China Quality Certification Center.The construction process and research results of this system can provide a reference for subsequent enterprises to create an integrated management system,which has a strong practical significance.
