The execution of Occupational Health and Safety Management System (OHSMS) has become a trend in construction enterprises. OHSMS provides scientific and efficient means to enhance the performance of safety management, to systematize scattered traditional safety management and to change the in-process management and postmortem management to preventive management before accidents. At present, OHSMS is just popularized in construction enterprises with many problems and baffles to handle. Turning OHSMS into daily management is the crucial step for construction enterprises to execute OHSMS effectively and successfully.On the basis of technical data consultation and on-site study, OHSMS-17-element is analyzed, and three core elements'training, consciousness and ability','hidden danger identification, risk evaluation and management'and'performance measurement and supervision'are chosen as the research object,and to the operation of OHSMS in construction enterprises is further explored.The measuring scale of OHSMS training propramis formulated according to OHSMS standard, and its reliability and validity is verified. The method of prevalence study is adopted to evaluate employee's education and training in the OHSMS covering enterprises with validated measuring scale in an effort to achieve the standardization of training. At the same time, the author participated hidden danger identification and risk evaluation with various kinds of evaluation methods for an enterprise's scaffolding work, analyzed its OHSMS practice and then raised proposals for standardized operation. Based on the enterprise's performance measurement and survey data of employee, analysis and evaluation to performance measurement and supervision process is made and suggestions of improvement are put forward for construction enterprises to gain sustainable development.
