Study On The Comprehensive Budget Management Of Company A Of China Construction Third Engineering Bureau

As an important part of management accounting,comprehensive budget management is crucial to the development of enterprises in terms of management level,enterprise value and enterprise competitiveness.Overall budget management is a circular closed-loop management mechanism: budget objectives,budget preparation,budget implementation,budget monitoring,budget assessment and budget feedback adjustment.Through this mechanism,the management of enterprises is more standardized and efficient,so as to achieve the goals and values of enterprises.The construction industry plays an important role in China’s national economy.Whether it can establish and implement a comprehensive budget management system is increasingly important to the sustainable development of enterprises and the stable development of the national economy.As A subsidiary of A large central enterprise,China construction third engineering group A started to carry out comprehensive budget management activities early and has rich experience in practice.However,many problems of budget management also appeared when the company was growing and developing.As A representative company in the construction industry,this paper takes it as the case study object to study its comprehensive budget management,summarize its advanced experience in comprehensive budget management,find out the problems in its comprehensive budget management,and put forward the improvement plan.It is of great practical significance for enterprises to carry out comprehensive budget management.This paper adopts the case study method to study the comprehensive budget management of company A of China construction third bureau.First,I collected and sorted out the important literature on comprehensive budget management at home and abroad,sorted out the development process and important theories of comprehensive budget,and sorted out the theoretical basis of comprehensive budget management.Secondly,the author interviewed the management,middle-level cadres and main project leaders of A company,attended meetings related to the budget management of A company,consulted the budget management rules of A company,analyzed and sorted out the budget completion in the past five years,and analyzed other materials to carry out A case study.This paper compares and analyzes the advanced experience and problems in the budget management of company A of China construction third bureau,including compilation,implementation,assessment,control and adjustment.Analysis data show that build three innings in A company has the advanced parts of the budget management three points: first,the budget of the rules and regulations,and constantly update,there are mainly the build three innings A company organization performance management implementation rules ",the comprehensive budget management regulations,the measures for the state-owned capital operation budget for permission to use,and the measures for the administration of the investment income confiscated.Second,the budgeting process is relatively standardized.For a comprehensive budget with capital flow as the main line,the chief accountant and key personnel of the ministry of commerce will review the compilation,thus the compilation quality is relatively high.Thirdly,the budget adjustment mechanism is flexible,and the budget will be adjusted dynamically in accordance with market changes during operation.At the same time,there are also the following prominent problems: first,the overall budget is not integrated with the company’s strategy.Second,lack of understanding of comprehensive budget management.Third,the implementation of the overall budget is inadequate.Fourth,the comprehensiveness of the budget needs to be improved.Fifth,the overall budget assessment is insufficient.In view of the above problems,the following improvement plans are provided for the overall budget management of company A of the third engineering bureau of China construction engineering co.,LTD.
