| China’s national economy ranks second in the world.Energy production and consumption are facing transformation and upgrading.Building a new modern energy system should have the characteristics of clean,low-carbon,safe and efficient.As one of the representatives,nuclear energy has obvious advantages.Nuclear energy development can provide important guarantee for effectively solving global problems such as climate warming and harmful gas emissions.For more than 30 years,China has always adhered to the safe development and utilization of nuclear energy.However,under the new development situation,the nuclear power industry is facing the key constraints restricting the implementation of nuclear power projects.The public acceptability of nuclear energy is one of the most basic and fundamental development bottlenecks.According to the relevant national regulations,nuclear power enterprises should keep close contact with local governments and the surrounding public during the construction of nuclear power projects,strengthen the public communication of nuclear power,ensure and maintain the public’s right to know,participate and supervise,and improve the public’s support for the project construction,so as to ensure the smooth development of nuclear power project construction.This article first introduces the importance of public communication management during the construction of nuclear power project,summarizes the research status and development trends of risk communication,nuclear power cognition and acceptability at home and abroad,and expounds the basic theories related to public communication of nuclear power,such as NIMBY effect,risk perception,amplification theory,trust theory and stakeholder theory.Based on the understanding of relevant theories,this article deeply analyzes the practical experience and challenges of public communication management in China’s nuclear power enterprises,finds out the reasons for the effectiveness of nuclear power public communication management,and combines the practical experience of nuclear power enterprises,selects a typical nuclear power project to carry out an empirical analysis on the acceptability of nuclear power.The quantitative analysis results show that the gender,age,living area,occupation,education level,family income and other personal characteristics of the surveyed public,as well as the effectiveness of nuclear power science popularization work,their own interests,access to nuclear power and project information are the main factors affecting the acceptability of public nuclear power projects.The internal relationship among the basic theory,management practice and empirical analysis is established,which provides theoretical and practical basis for this study.On the basis of the above research,this article proposes to establish a long-term public communication mechanism suitable for China’s nuclear power enterprises under the new situation,forming public communication mode of"popular science publicity,public participation,information disclosure,public opinion control,and integrated development",which can provide important reference for nuclear power enterprises to carry out public communication management efficiently. |
