| With China’s energy transformation and the requirements of the new situation of environmental protection,the work of backward coal production capacity has continued to advance in recent years.In 2018,China plans to withdraw coal production capacity from coal production capacity of about 150 million tons,and eliminate coal power backward production capacity of 4 million kilowatts.At present,the development of coal power in Jilin Province is faced with many problems,the problem of development and deposition has not been fundamentally changed for many years,and the capacity of coal power is seriously overcapacity.Although Jilin Province has implemented a series of policies and measures to promote the growth of electricity consumption,the growth of electricity load is still weak,and Jilin Province is located in a high latitude area with a heating period of up to half a year.The rigid demand for heating in winter leads to a large proportion of cogeneration units,accounting for more than 70%of thermal power installations,the power grid peak-shaving difficulty,and the number of hours of coal and electricity utilization shock down.With the transformation of energy structure,the proportion of renewable energy continues to rise,while renewable energy and coal power have obvious substitution effect.Renewable energy power generation priority to absorb,squeeze the share of thermal power,Jilin Province coal power use hours show a downward trend in shock,the number of hours used from 4514 hours in 2010 to 3680 hours in 2014.After 2015,the number of coal and electricity utilization hours in Jilin Province was gradually stable,and the number of thermal power utilization hours in Jilin Province in 2017 was 3406 hours,which was lower than the national coal and electricity utilization hours of 4209 hours.The ratio of coal power to renewable energy is too large.As a backward production capacity,coal power withdrawal in Jilin Province is the trend of the times,and its withdrawal process needs to deal with and solve various problems,including the disposal of stakeholders and local power supply problems,so it is necessary to effectively analyze the exit path of coal power in Jilin Province.This paper first analyzes the concept of backward production capacity and regional industrial development regulation,then uses the theory of sustainable development with the theory of ecological economy and circular economy,first analyzes the current situation of the difference between coal and electricity supply and demand in Jilin Province,and then analyzes the four paths of coal and electricity withdrawal,including eliminating backward coal production capacity,flexible exit,back-voltage unit exit and strategic storage.Four methods,and then the comprehensive effectiveness of low-carbon transformation analysis,and based on game theory analysis of Jilin Province coal power withdrawal model.Finally,the implementation path of coal power withdrawal in Jilin Province is put forward,including establishing reasonable shutdown compensation mechanism,establishing capacity electricity price mechanism,encouraging enterprises to withdraw from electromechanical group by accelerating this plan,and so on,so as to ensure that Jilin Province coal power withdrawal can achieve its due effect. |
