In recent years,China’s economic structure has been constantly adjusted,and some enterprises need to adapt to the new situation and constantly optimize their production structure.In the short term,the cost of electricity consumption is high,and the proportion of basic electricity cost to electricity consumption is increased.In a short period of time,there has been a phenomenon of insufficient start-up of enterprises and an increase in the proportion of basic electricity expenditure.In order to support the transformation of enterprises,reduce the electricity expenses of enterprises with production suspension and semi production suspension,and reduce the operation cost of real economy,Premier Li Keqiang clearly proposed in the government work report for two consecutive years during the two sessions of 2018 and 2019 that to significantly reduce the non-tax burden of enterprises,the state requires the average reduction of general industrial and commercial electricity prices by 10%.At present,large industrial users with voltage regulator capacity of 315 kVA and above must implement two-part tariff.General industrial,commercial and other users with transformer capacity of 315 kVA and above can choose to implement single or two-part tariff.Optimization of two-part tariff is an important measure to reduce the price burden.The current two-part tariff is difficult to meet the demand of reducing the price burden.Therefore,it is necessary to optimize the current two-part tariff.The two-part tariff is implemented in the link of getting on the grid and the link of selling.It is necessary to optimize the allocation of social resources,reasonable compensation of power cost,reasonable allocation of user burden and minimize cross compensation and so on.Combined with the background of price reduction,this paper first analyzes the research status of domestic and foreign scholars on the two-part tariff,introduces the basic theory of the two-part tariff,then analyzes the application status of the two-part tariff at home and abroad,and points out the shortcomings of the current two-part tariff in China;then introduces the power system and the index system of power load characteristics,using k-means clustering model under the voltage level This paper selects 167 large industrial and general industrial and commercial users in a province to subdivide the market with voltage level and load rate as the main indicators,and analyzes the demand price elasticity of users;then analyzes the cost utility of two-part tariff related subjects in the form of price reduction and load reduction,analyzes the cost utility of power users based on the perspective of welfare function,and the cost-benefit of power grid companies In the aspect of electricity price optimization,based on the principle of price reduction,sustainable development and fair burden,the paper analyzes the sharing proportion of capacity cost in the basic electricity fee and electricity consumption fee,then analyzes the power sales revenue of power grid and the power purchase cost,transmission and distribution cost of power grid company from the perspective of cost-benefit of power grid company,and then analyzes the great influence on the optimization of two-part electricity price based on the principle of price reduction and burden reduction,the principle of sustainable development and the principle of fair burden On the basis of these analyses,according to the different stages of the future development of China’s power market,and in the face of the diversity of power users’ demand,this paper puts forward a single-dimensional and multidimensional two-part electricity price optimization model,which combines the negative load rate electricity price,peak valley time-sharing electricity price,seasonal electricity price and two-part electricity price in stages.This paper focuses on the analysis of the two-part electricity price optimization model based on the maximize social welfare,which can be selected by users according to their own voltage level and load characteristics.Finally,110kV industrial and commercial power users are selected as the research object to calculate the rationality of the optimization model,and the optimization strategy of two-part tariff is proposed.
