In August 2018,the Southern China Power Grid area,starting with the Guangdong area,issued the "Details of the Guangdong Frequency Regulation Auxiliary Service Market".The document shows the phased auxiliary service development plan to make efficient use of resources in the Frequency Regulation market.The establishment of the Guangdong Frequency Regulation market mechanism is to improve the initiative of power generation companies to participate in the market,and to ensure that the spot electricity market and the frequency regulation market can operate in coordination.This article first introduces the relevant contents of typical foreign ancillary services markets such as U.S.states,Northern Europe and the United Kingdom from the aspects of ancillary service market characteristics,ancillary service product types and product requirements.At the same time,it analyzes the current development status of the auxiliary service market in the current domestic pilot areas,as well as the relevant service types and market models in each pilot area.Next,the comparative analysis of the development status of the auxiliary service market at home and abroad shows that the development of the domestic auxiliary service market is still immature.Therefore,the domestic auxiliary service market learns from the good experience of foreign countries and establishes the auxiliary service market mechanism in Guangdong.Secondly,it sorted out the rules of Guangdong frequency regulation market and analyzed the technical requirements for frequency regulation resources to enter the market,the types of trading entities participating in market,the trading patterns of entities and the pricing and settlement rules of frequency regulation market.Through the research on Guangdong frequency regulation market,it is found that its settlement mechanism is based on MCP method.Therefore,in this paper,another mainstream settlement mechanism in the power market,PAB method,will be used to settle.Then this paper proposes the market earnings model for frequency regulation resource provider,this model including the cost in the actual output produced progress and the frequency regulation compensation,the content of the compensation not only include regulation capacity,also introduce regulation mileage to quantify frequency regulation performance of unit.Then,due to the complexity of the frequency regulation auxiliary service market,this paper considers it as a complex adaptive system.In the specific analysis process,the multi-agent method is used to enable producers to participate in the market,and the decision-making process of multi-agent is demonstrated.Finally,this paper is based on the multi-agent simulation model for programming,and the genetic algorithm is used to find the optimal bidding strategy in the bidding process.In order to explore the operation characteristics and rules of frequency regulation auxiliary service market,simulation analysis under MCP and PAB market competition and settlement rules was designed,and different supply and demand conditions of the market were considered for each settlement rule.Through the analysis and comparison of simulation results,it is found that the generator has better economic benefit under the PAB settlement mode,but the market fluctuation is less under the MCP settlement mode.The higher the comprehensive performance index of the generator set,the higher the frequency regulation profit.
