In recent years, the growth rate of international trade has slowed down, the rise of unilateralism and the prevalence of trade protectionism have hindered the development of economic liberalization. In the case of limited adjustment space for traditional trade barriers, trade such as "low customs clearance efficiency" and "complicated procedures" The impact of "inefficiency" factors on trade has gradually received extensive attention from the international community.Scholars generally believe that the promotion of trade facilitation can significantly promote trade exports. As a fast-growing emerging economy, the economic strength and market scale of the BRIC countries are in an important position in the current international society. The trade ties between China and other BRICS countries are getting closer.Mechanical and electrical products,as China’s main exports to other BRIC countries, are facing many problems, such as slowing growth and structural imbalances, although the export value continues to rise.Due to the special attributes of this type of product,it is greatly affected by trade “inefficiency” factors. Therefore, based on the panel data of the BRICS countries, this article comprehensively studies the impact of trade facilitation on China’s exports of mechanical and electrical products from the perspectives of trade flow and trade potential. It is hoped to lay a theoretical foundation and provide a realistic basis for improving the efficiency of China’s mechanical and electrical products trade, developing potential trade volume, and looking forward to the prospects of BRICS trade cooperation. This article combines quantitative research with qualitative analysis.First of all, after sorting out relevant documents,it analyzes the development status of China’s mechanical and electrical products exports to other BRICS countries and trade facilitation from four levels. Then based on global competition Strength report, this article selects 5 first-level indicators and 17 second-level indicators to form a measurement system for the trade facilitation of the BRICS,and uses the principal component analysis method to calculate the comprehensive score of trade facilitation. Finally, through the construction of a gravity model,Empirically analyze the impact of the "BRICS" trade facilitation level on China’s exports of mechanical and electrical products from two aspects: trade flows and trade potential, and put forward corresponding recommendations based on theoretical analysis and empirical results.Through research,it is found that the overall trade facilitation of "BRICS" from 2006 to 2019 is at a middle-to-lower level, and the improvement of the trade facilitation level of "BRICS" countries has a significant role in promoting China’s exports of mechanical and electrical products, with every 1% increase in trade facilitation Level,it can promote 2.22% of China’s exports of mechanical and electrical products. In addition, the regression results of the various primary indicators show that e-commerce and the customs environment have a relatively large promotion effect, followed by the regulatory environment and the financial environment, and port efficiency has the least effect. In addition, the study found that compared with labor-intensive mechanical and electrical products, trade facilitation has a more obvious promotion effect on the export of technology-intensive mechanical and electrical products. Finally, through the study of trade potential,it can be seen that the trade type of mechanical and electrical products between China and other BRICS countries is of huge potential and potential development. The trade potential has not been fully released, and there is still much room for development. The promotion of trade facilitation can significantly release the trade potential of electromechanical products.
