Study On Countermeasures Of Water Management System Reform In Tianjin

According to the World Water Development Report,human demand for water is growing at a rate of 64 billion cubic metres per year.By 2030,47 per cent of the world’s population will live in areas with high water stress,and water scarcity will severely constrain economic and social development in the twenty-first century.At the end of the twentieth century,the northern region continued to dry,forced to attract Huang Jijin four times to meet the urgent needs.Extreme scarcity of water resources and severe pollution,as well as unscientific and unreasonable exploitation and utilization,make water resources in Tianjin face an unprecedented severe situation,and the shortage of water resources has become a bottleneck restricting the development of Tianjin’s economic construction.How to optimize the allocation,efficient utilization and effective protection of existing water resources is a major problem facing Tianjin government.Using the theories of public governance,system science,circular economy,public goods and public service supply,this paper takes Tianjin water affairs management as the basic case,analyzes the present situation of water resources in Tianjin and the problems existing in the management system.This paper systematically studies the administrative management system,the market-oriented operation mechanism,the construction of policies and regulations,and puts forward some measures to deepen the reform of urban water affairs integration in combination with the superiority of water affairs integration management,and provides feasible plans and suggestions for the reform of Tianjin water affairs management system.
