Research On The Management Of NIMBY Conflicts In Electric Power Public Infrastructure Construction

As an important public facility to provide electric energy,electric power public infrastructure plays a vital role in guaranteeing the national economy,practicing the energy revolution and serving the people’s better life.However,in the link of power grid construction,the newly built public power infrastructure(such as substation,transmission and distribution lines,etc.)usually has the NIMBY effect,which makes the project landing difficult and the construction cycle span is large,which greatly restricts the construction and development of power grid.In this paper,to avoid conflict as the breakthrough point,the experts and scholars at home and abroad related concepts of adjacent to avoid conflict,causes and governance research results to support,basing on the location of the work life huanggang 110 kv his huanzhou center(lake blue bricks)power transmission and transformation project construction as the main research case caused by adjacent to avoid conflict,through the designed questionnaire and on-the-spot visiting,This paper analyzes the problems in the typical cases of NIMBY conflict in Huanggang City.In order to more comprehensive analysis of the problem,select the other two belong to the hubei province conflict case the commonness and difference comparative analysis,suggesting that in the process of power in public infrastructure construction,the government,enterprises and the public as a representative of multiple interest subjects,because of difference of the position and purpose of natural form a pattern of the game dominated by a conflict of interest,In addition,the lack of information disclosure and public participation in government decision-making can easily lead to the generation of NIMBY conflict.On the basis of theoretical analysis and empirical research,from the perspectives of risk cognition,public participation,consultative democracy and unique local customs,this paper demonstrates and analyzes the problems and causes of NIMBY conflicts faced by the construction of power public infrastructure in Huanggang City,and finally explores a way to solve the NIMBY conflicts that meets the needs of the region.Through before the adjacent to avoid conflict according to the local community to establish a risk assessment mechanism,adjacent to avoid conflict stage to strengthen the guide and control of public opinion,adjacent to avoid conflict after improve the system of government information publicity and public participation mechanism in three aspects of countermeasures and Suggestions,strive to form a set of perfect prevention and control,the solution to avoid conflict management system,to avoid"adjacent" excessive even translate into "adjacent",In order to maximize the value of the public interest.
