In recent years,with the introduction of a new round of power system reform related policies,the planning and development of the power system has brought new opportunities and challenges.In this context,on the one hand,the rapid development of China’s economy leads to a serious imbalance of load rate in some regions,which affects the security and stability of the power grid and the level of investment refinement,and does not meet the requirements of power system reform.On the other hand,China’s electric power system reform is constantly moving towards marketization,with the introduction of a large number of new market players and the increase of uncertainty in power planning,which brings a series of challenges to power system planning.How to plan the power system more reasonably under the current opportunities and challenges has become an urgent problem to be solved by experts in the same industry all over the world.Based on the background of electric power system reform,this paper proposes a method of power grid planning considering the adjustment and utilization of main transformer and the cost of safety and efficiency in view of the problems existing in the current power grid investment planning in China.Then from the perspective of power market,based on the mature power market operation system in the world,and considering the uncertain return of investment decision,a planning method based on multi-agent game of source network load is proposed.1)The adjustment and utilization of the main transformer is taken as a decision-making method into the planning model of the power grid substation.Taking the comprehensive benefit of the combination of safety efficiency cost(SEC)as the optimization goal,a planning method of the Power Grid Substation considering the adjustment and utilization of the main transformer is proposed.Firstly,the security,efficiency and cost indexes suitable for substation planning are established;secondly,the SEC objective function with new substation construction and main transformer adjustment and utilization as decision variables is constructed,and the corresponding planning model is established,and the vector sequence optimization algorithm is used to solve the planning model.The correctness and validity of the proposed model and solution method are verified by the simulation calculation of experimental and practical cases.2)This paper proposes a source network load planning method considering real options and multi-agent game in power market.Firstly,based on the theory of real options and the operation mechanism of power market,this paper constructs the decision-making model of investment income of different types of entities in the power market environment;secondly,taking the new generation,grid planning and distributed generation operation as the decision-making variables of investment planning of different entities in the power market,this paper proposes an improved multi-agent game model for the power market;finally,it adopts the corresponding algorithm is used to solve the model.The simulation results based on IEEE30 system verify the validity and feasibility of the model.
