Study On The Decision On Investment And Financing Of PPP Project In State-owned Construction Enterprise

The state-owned construction enterprise as the main domestic PPP project participants,has accumulated rich experience for the construction of the PPP project investment and formed a set of relatively perfect management system of PPP.In this paper,from the perspective of state-owned construction enterprises,through the study of the management system and the empirical case analysis,summarizes the PPP project investment and financing of three phase extracting state-owned construction enterprises decision-making management theory,the first phase focuses on project types and regional finance,take a proportion,the storage situation of four basic elements,to pay the second phase focuses on usability,users pay,operating costs,performance appraisal,pricing mechanism,the requisition costs,early termination,compensation,legal compliance,has implemented the PPP local situation,financial security measures,the eleven basic elements such as control of SPV,and the third phase focused on basic hypothesis,the financial calculation,the sensitivity analysis of three basic elements.On this basis,the decision in the case of the empirical application of three phase,and the case into the financial model of original data,the basis of measuring project main economic indicators,prove the validity of the three stages of decision and superiority.In addition,in view of the external environment factors that affect decision-making rationalization proposal is put forward,to improve the efficiency of business decisions and provide theoretical basis for establish long-term effective mechanism of PPP.
