With the vigorous development of China’s transportation industry,the mileage and growth of highway tunnels have also achieved leaping development.At the same time,the frequent occurrence of accidents in operating tunnels is not uncommon,and its operational safety issues have become the focus of the transportation industry.Due to the limitation of its confined space,if a serious accident occurs inside the tunnel,the damage caused by it will far exceed the similar incidents on general road sections,and the impact on the tunnel itself and the social environment will be difficult to estimate.Therefore,it is very necessary to study the safety risk assessment and control technology for the operation of expressway long and large tunnels.This paper combines the risk management theory with the guidance of tunnel-related risk management methods,proposes the definition of operational safety risks for expressway long tunnels.Based on the analysis of collected domestic and foreign highway tunnel operation accident data and Zhejiang Province highway long tunnel traffic accident data and analysis data,the characteristics of the tunnel section operation accident are obtained,and they are identified from the perspective of people,cars,roads,environment,and management It also summarizes the influencing factors of the safety risk sources of highway long tunnel operation,and provides a basis for the next step in constructing an evaluation index system.Combined with the current situation of tunnel operation and management,the safety risk classification of Expressway long tunnel operation is determined.From the four aspects of tunnel condition,traffic characteristics,operation environment and operation management,the evaluation index system of tunnel section is constructed.By using the method of qualitative and quantitative analysis,and the index classification standard which can be operated in practice is put forward.Through the comparative analysis of common risk assessment methods,based on the traditional analytic hierarchy process(AHP)and fuzzy analysis theory,a new questionnaire survey method(expert system analysis method)is introduced to collect expert opinions,and a new fuzzy number determination method is proposed to transform expert opinions.In this paper,the triangle fuzzy analytic hierarchy process(FAHP)and set pair analysis(SPA)are used to evaluate the operational safety risk of long and large tunnels in freeway.Finally,the combination of subjective weighting and objective evaluation is realized,which improves the accuracy of the operational safety risk assessment of long and large tunnels.From the perspective of reducing the possibility or loss of accidents during the operation of the tunnel system,it proposes risk control measures and operational management related recommendations for monitoring and early warning,warning notification,risk mitigation,and emergency disposal.Finally,an engineering example is used to demonstrate the specific operation process of the safety risk assessment of long and large highway tunnel operation,and the assessment results determined by traditional AHP and triangular FAHP are compared and analyzed to verify that the safety risk assessment method proposed in this paper is more reasonable and accurate.
