Sustainable urban development and new urbanization have been the hot topics now.In China,there are large number of counties distributing widely.County is the key of urban-rural integration and sustainable development of county.It is urgent and potential to improve the comprehensive carrying capacity of counties and promote the lowcarbon development of urban planning and construction.Under the low-carbon orientation,the thesis proposes an evaluation methodology to measure the configuration of urban public service facilities.This metrics system and evaluation results can provide guidance for urban public service facilities configurating.The methodology is low-carbon oriented and based on analyzing the process of residents visiting and accessing public service.First of all,this thesis summarizes the theoretical concepts and relevant theories of low-carbon oriented facility configurating,and explains how to control carbon emission by optimizing public service facilities configuration.Based on the domestic public service facility planning specifications,standards,and research results,the objective of our evaluation system is set as “the level of carbon emission caused by public service facilities visiting”.Furtherly,the objective is broken into “spatial layout level” and “coordination between public facilities and the supporting facility surrounding it”.With the characteristics of counties in China,we put forward a series of metrics for measuring configuration of urban public service facilities under low-carbon orientation and provide calculation method for these indices.Then,a quantitative analysis method for metrics is proposed.It contains two parts: travel behavior modeling and simulation analysis.In the first part,the facility attraction to residents and travel mode choice of public facility visitors are described by mathematical models,at the same time,the parameter calibration method and model performance improvement method are introduced.In the second part,the above two models are employed to analyzes the effect of indicators to carbon emissions under different public service facility spatial layouts and allocation environments.Finally,the thesis suggests a comprehensive evaluation method based on efficacy coefficient evaluation and applies it to Changxing example to evaluate the configuration of educational facilities and medical facilities in the county.The evaluation methodology is supported by survey data and based on the mechanism of carbon emissions of facility visiting activity.In this way,indicators quantification and benchmark design can be more reasonable and scientific.At the same time,the processes of indicators quantifying and weight designing are subjectiveobjective combined,which makes the system more operability and practicability. |
