| As the refined development background begins to enter the field of urban development,the urban construction of the built-up areas in the urban center,represented by the functional core area of the capital,begins to turn to the high-quality and small-scale development mode.At the same time,after several rounds of urban construction,urban incremental land is transformed into stock land,and the city enters the period of stock development.The ownership of land property rights has become an important factor affecting urban development.Under the current development background,the traditional planning model is not enough to deal with the current fine development and stock development of many problems,urban renewal as a flexible planning type began to become the current urban development of a new hot spot.Urban renewal based on unit refinement has also become an important direction of urban renewal development in China.As an important region to undertake the Master Plan of Beijing City(2016-2035),the functional core area of the capital has gradually enriched relevant planning achievements with the update of the master plan in recent years,and also carried out detailed urban renewal practices.However,there are still some problems in practice,such as the failure of implementation,the inability of multiple participants to play a role and the confusion of power and responsibility caused by the constant updating of policies.Based on the above deficiencies,on the basis of referring to the relatively mature practice models of urban renewal at home and abroad,it can be realized that the functional core area of the capital needs to summarize a new set of detailed model of renewal units.By comprehensively summarizing the requirements of fine urban development on the city,the characteristics of urban development in the stock period and the current development demands of the functional core area of the capital,this paper proposes to construct the three-level block renewal unit system by referring to the current domestic renewal model.Firstly,considering the comprehensive coverage of block unit division in the functional core area of the capital,constraints such as historical and cultural protection and key implementation projects were summarized on the basis of traditional division.The weights of constraints were determined by AHP method,and block renewal units at different levels were divided by hierarchical spatial reasoning method.At the same time,the results of the division of renewal units were checked from the perspective of city managers and residents through the check of 10,000-meter grid and multiple participants.Secondly,starting from the construction time sequence of the functional core area of the capital,four types of factors affecting the implementation of the renewal are selected,and the renewal units that need to be implemented in the near future are determined through technical overlay analysis by GIS.Finally,the traditional historical block representing Shichahai street and the general block representing Guang ’anmen wai street in the functional core area of the capital are used to practice the above division methods.With many urban centers in China having gone through several rounds of construction,urban renewal with unit refinement is becoming an important way to solve the dilemma of urban centers.In view of the lack of a complete set of renewal unit division method in China at present,this paper,through the division of block renewal units in the functional core area of the capital,hopes to provide reference for the refinement of renewal units in the central areas of other big cities and megacity. |
