Study On Public Emergency Management Of Yellow River Basin

In the history of human development, water has been playing an important role as the source of life. However, among many social events, the problem of water is becoming more and more prominent in recent years. Water burst events that concerned human life and property safety, such as water pollution and water natural disasters, began to show great destructive power. Therefore, it is necessary to strengthen water public security emergency management work, so that we can minimize the loss of community. Although the Ministry of water resources has developed a series of rules, regulations and emergency plans in recent years, responded actively to various water burst public events, including the flood, typhoon, drought and other natural disasters as well as toxic and harmful substance explosion caused by the leakage of water pollution incident, effectively reduced the losses, still showed some obvious deficiencies in response to the growing water emergencies.In such a social background, this paper takes the emergency management of Yellow River basin as an example, analyzes the status quo and predicament of the emergency management in our country and, comparing and drawing lessons from the United States of America flood emergency management experience, put forward to the following points to improve the emergency mechanism of the Yellow River basin:firstly, improve the the Yellow River Basin Water Conservancy sudden emergency public events; secondly, through the use of high-tech means, realize data sharing, strengthen early warning forecast work; thirdly, attention should be paid to water conservancy sudden public events from the perspective of public opinion guidance work, in-depth exploration of strengthening public opinion guiding effect.Specifically, this paper is divided into six parts. The first part is the introduction part, introduces the research background, research significance, research methods, innovation points and difficult points. The second part is the basic state of water management in Yellow River Basin, from the the Yellow River river basin management organization change, management functions, showing the the Yellow River basin water management of the overall situation. The third part is the the Yellow River basin, emergency management present situation and the situation of water resources of the Yellow River basin, the public emergency management spread out concrete analysis. The fourth part, from the flood of water conservancy is the United States emergency management of advanced experience, and with the Chinese water conservancy emergency management current situation made comparison. The fifth part, from the three perspectives of improving water conservancy of the Yellow River emergency management countermeasures. The sixth part, is China's emergency management system summary and prospect.
