| In recent years,with the rapid development of urban high-voltage transmission cables,the difficulty and cost of their operation and maintenance have also increased sharply.The specific manifestations are insufficient power supply reliability and serious waste caused by high investment and low efficiency.This is also unable to meet the country’s demand for power grid companies to parallel power supply reliability and corporate benefits under the new situation.As the most advanced production management theory,lean production,applying its ideas and related tools,can improve the quality and efficiency of enterprise production,eliminate waste,and improve enterprise efficiency.This thesis takes D Power Supply Company as the research object and conducts research on the operation and maintenance of its high-voltage power transmission cable project.The article firstly takes the value stream of the equipment’s life cycle as the entry point,combined with lean management theory and the author’s own actual work experience,identifies the problems in the four key links of the operation and maintenance of the transmission cable project,and separately elaborates the waste caused by the problems.The problems identified in the paper include failure to find construction defects in the acceptance and handover link,waste of resources and poor results in the inspection link,frequent delays and violations of regulations in the power outage link,and low efficiency and poor quality of the fault repair link.In this paper,aiming at the problems of the four key links of operation and maintenance,using 4M1E-fishbone diagram,value flow chart and other analysis methods,the main reasons for each problem are obtained,and corresponding lean solutions are proposed.Aiming at the blind areas of concealed project construction quality control in the acceptance and handover link,this paper uses the idea of lean quality management to propose an application plan for the entire construction process control platform;Aiming at the unreasonable distribution of channel and path inspection work in the inspection link,this article uses the idea of just-in-time production to build a state inspection system,and uses automation to solve the need for external damage prevention;In view of the difficulty of production organization and coordination during power outage operations and the lack of job site management,this article proposes a plan for restructuring the production organization and 6S management Kanban at the power outage site;Aiming at the failure to establish a standard for the spare parts inventory and the emergency repair plan in the fault emergency repair link,this paper proposes the emergency repair inventory supermarket plan and establishes a lean emergency linkage system.Finally,in order to ensure the feasibility and effectiveness of the plan,this paper summarizes the corresponding safeguard measures from five aspects: ideology,technology,organization,manpower and performance.The schemes and measures proposed in this paper have a certain guiding role in the field of high-voltage transmission cables that are just starting and developing rapidly,and they also provide new ideas for the operation and maintenance of transmission cables in other regions. |
