At present, the second generation intact stability criteria(SGISC)framework is gradually applied to inland ships. The two failure modes of dead-ship stability and excessive acceleration are mainly affected by the weather conditions of cross wind and wave. This paper will mainly study the failure modes of dead-ship stability. And the ship types analyzed by criteria mainly focus on sea-going ships. There are certain applicability problems for inland ships that sail on inland rivers and regularly conduct short-term voyages in coastal areas. The applicability problem is mainly reflected in the inaccurate assessment of the roll damping, the influence of climate conditions, the applicability of the standard and the acceptable safety level, the natural roll period and the calculation accuracy of the effective wave coefficient. This study mainly focuses on the evaluation of rolling damping of inland ships and the influence of wind and wave climatic conditions.Combined with CFD method, the forced rolling motion of inland ship is simulated, and the roll damping under different rolling amplitude and loading condition is calculated. The capsizing probability values under the environmental conditions of the Atlantic Ocean and Belgium are compared. The main contents are as follows:Firstly, based on UG-NX commercial software, the hull model of 2000 t inland oil tanker is built, and the surface of the model is smoothed.Secondly, used CFD theory and overlapping grid method, the forced rolling of ship model is simulated. In the case of no speed, the roll damping coefficient is calculated. And a more suitable evaluation method is obtained after comparison.Thirdly, adjusted the environmental conditions and used the Belgium wave scatter diagram to analyze the impact of climate conditions on capsizing probability. And provided a suitable evaluation method for capsizing probability under cross wind and wave for inland ships. Finally,According to the above method, calculated and summarized the capsizing probability of the 1000 t and 2500 t inland oil tanker.
