Research On Risk Management Of Wind Power Construction Project Under PPP Mode

Wind energy,with its advantages of clean and renewable,is one of the driving forces of new energy development in China,and the development of wind energy can greatly reduce the consumption of conventional fossil fuel resources,in line with the national environmental protection development strategy.However,at present,China’s various construction undertakings are in the stage of rapid development,and the infrastructure construction resources are relatively insufficient.At the same time,the development scale of wind power projects is seriously restricted by its various unfavorable conditions,such as large investment cycle and scale,slow return.Therefore,how to effectively solve the financing problem of wind power construction project is the key factor to ensure the rapid development of wind power project.PPP(public private partnership)mode is one of the ways to solve this problem.However,due to the introduction of relatively complex private capital in wind power PPP project,the internal relationship of the project is complex,and the project implementation is affected by many factors.Whether the risks existing in the whole life cycle of a project can be comprehensively identified and allocated fairly and reasonably is related to the promotion and even the success or failure of PPP projects.Therefore,it is necessary to study the risk management and sharing of wind power PPP projects.In this paper,the PPP project of wind power generation is taken as the research object,and the identification and analysis of risk factors in the risk management system as well as the evaluation and sharing of risk are studied.The research subjects include the following contents:(1)Based on the characteristics of construction,investment and financing of wind power construction projects,combined with the risk management system of PPP mode,various risk factors are identified.(2)Combined with F-AHP theory,based on the identified risk factors,the risk factor evaluation system of wind power PPP project is established.(3)Based on the incomplete information theory,the risk sharing theory is elaborated,and the risk sharing game model is constructed.(4)Taking WQ wind power PPP project as an example,the application research of the above risk evaluation system and risk sharing game model is carried out.The research results show that the risk index evaluation system and risk sharing bargaining game model established in this paper can help the government and private sector to decide to share or share different risk factors to a certain extent,and provide theoretical reference for risk management decision-making of wind power PPP projects with complex risk factors.
