Performance Evaluation Of B Shanty Town Reconstruction Project Based On Balanced Scorecard

Shanty towns are concentrated areas with poor living function,dense personnel and potential safety hazards formed in the process of rapid economic and social development.In order to improve the living environment of the residents in shantytowns,make up for the short board of economic development,and broaden the effective supply,China has started the transformation of shantytowns since 2008,with a total of more than 100 million people "going out of the shed and into the building".Based on the balanced scorecard,this paper constructs a set of comprehensive evaluation indicators from four aspects: fund management dimension,stakeholder dimension,internal process management dimension,and sustainable development dimension to evaluate the performance of shantytown reconstruction project,which is helpful to provide some ideas for future shantytown reconstruction performance evaluation.In addition,through the performance evaluation of shantytowns transformation,it is more conducive to the relevant government departments to understand the problems and shortcomings of shantytowns transformation,and to avoid certain risks of carrying out livelihood projects in the future.In the process of research,the research content,means and methods are innovated,and the balanced scorecard is applied to public projects.According to the cost-benefit analysis theory and stakeholder theory,and based on the reading and learning of domestic and foreign literature on shantytowns transformation,public project performance evaluation,and balanced scorecard,the four dimensions of the balanced scorecard are revised according to the actual situation,and the financial dimension is changed into the fund management dimension,the customer dimension into the stakeholder dimension,and the customer dimension into the stakeholder dimension The dimension of internal process retention,learning and growth become the dimension of sustainable development.On this basis,11 secondary indicators and 40 tertiary indicators are further refined,and the weight is determined according to the analytic hierarchy process.This study selected B shantytown reconstruction project,according to the set standard,divided into 33 computable indicators,7 questionnaire survey indicators.The performance evaluation compares the data of 2013 and 2019 through the calculation of the open policy information of government departments and the project data of relevant organizations and implementation units;442 questionnaires were collected,including 356 valid ones.Finally,according to the index weight of the score of 2019 data and questionnaire survey results for comprehensive calculation,so as to draw the conclusion that up to now B shantytown transformation project has achieved good results.Finally,the paper summarizes and prospects the performance evaluation of shantytowns transformation project.Performance evaluation is a government work which has been widely concerned and far-reaching influence in recent years.Reasonable and effective supervision and evaluation method is the basis of performance evaluation.In addition to the basic qualitative and quantitative indicators,the evaluation focus can be further optimized from four aspects: internal control,construction,information disclosure,incentive and constraint.
