In the face of increasingly severe air pollution problems,vigorously promoting new energy vehicles is not only an important guarantee to achieve energy conservation and emission reduction in the transportation sector,but also an effective means to solve energy and environmental problems.In order to reduce the emission of air pollutants from motor vehicles,china has successively implemented new energy vehicle promotion policies,such as purchase subsidies,tax incentives,license and vehicle restriction.Many scholars have carried out a large number of studies on this issue.In general,the existing studies are mostly focused on the combing of relevant policy routes or the study on the impact of a single policy,failing to take into account the comprehensive impact of supply-demand and supply-side regulation policies on the market promotion of new energy vehicles.Based on this understanding,this article is based on the text analysis,new energy vehicles related regulation policy from the perspective of both sides of supply and demand,analysis of the various policy tools on the popularization of new energy automobile market effect,and then considering the policy implementation,on the basis of a lag,to explore the different regulation and control policy influence on new energy vehicles segment heterogeneity,in order to provide suggestions for Chinese government to further improve the promotion policy of new energy vehicle industry.Based on the text analysis of the development status of new energy vehicles and regulatory policies,the research believes that: new energy vehicles have begun to shift to non-restricted license areas,private consumers have become the main buyers of new energy vehicles in china;the supporting infrastructure of the new energy vehicle industry is not perfect enough,which has become an important factor restricting its market promotion.New energy vehicle market promotion policies are gradually shifting from "policy-driven" to "policy-driven + market-driven".However,the degree of coordination between policies and measures is not balanced,and the coordination subjects are too concentrated.The synergy of multi-sector policies needs to be further improved.Based on the analysis of the impact of regulatory policies on the new energy vehicle industry,the research believes that the three policies of government procurement,charging infrastructure and vehicle license plate restriction all promote the growth of market penetration,and the regional differences in the promotion of new energy vehicles mainly come from the different intensity of industrial policies and policies in different provinces and regions.Effect of new energy automobile industry in our country present the regional difference is due to the region’s population density is different,as population density increases gradually,the government procurement promotion and demonstration effect is stronger,range anxiety gradually reduce,users pay more attention to convenient degree,charging vehicle limit card limit line the stronger the ability to make up for a lack of new energy vehicles,the implementation effect of new energy vehicle industrial policy is also enhanced.The implementation of economic measures such as financial subsidies and tax incentives also promotes the market penetration of new energy vehicles.Moreover,new energy vehicles are more easily accepted by economically developed,densely populated and highly educated areas.Based on the heterogeneity analysis of supply and demand policy tools on the new energy vehicle market segment,the research finds that in the three markets,industrial policy has the least impact on the government procurement market;in the two kinds of policies,the supply side policy has a lag and the impact is weak.2 it is industrial policy implementation effect is affected by the size of the market,the specific performance: as the market size is reduced,for government procurement market,policy effect is enhanced after weakening first,for commercial operation market,decreasing the policy effect,for private passenger market,supply side policy effect continues to decrease,the demand side is weakened after the first.The research conclusions expand the theoretical analysis framework of the new energy vehicle industry policy to a certain extent,demonstrate the rationality of the new energy vehicle industry subsidy standard regression mechanism,and provide suggestions and inspiration for the formulation and implementation of the new energy vehicle industry policy and the development of the new energy vehicle industry in the post-subsidy era.There are 11 figures,15 tables and 112 references in this paper.
