| Sponge city is an urban stormwater management concept with Chinese characteristics.The acceleration of urbanization in recent years has led to an increase in the impervious area of the city.Large-scale rough development affects the city’s drainage function.It caused floods and caused huge losses to people’s lives and property.The sponge city adopts low-impact development technology,which can guarantee the city’s functions of water storage,water seepage,and water purification,and realize rainwater recycling.It has played an important role in improving urban water quality and regulating urban ecology.Competitive sponge projects mainly include residential quarters,commercial apartments,office buildings,etc.,which are indispensable parts of sponge cities.Research on related issues of competitive sponge projects is of great significance to promote the construction of sponge cities.Although competitive sponge projects have strong profitability,companies and consumers are not paying much attention to them.The number of such projects on the market is also relatively small.This paper conducts research from the perspective of the decision-making of key stakeholders in the construction of competitive sponge projects.This article first summarizes the relevant research progress at home and abroad from the perspectives of sponge city’s concept and technology,benefit evaluation,and promotion mode.This article first sorts out the relevant research progress at home and abroad from the aspects of sponge city’s concept and technology,benefit evaluation,and promotion mode.The deficiencies in the current research are discovered from it,which determines the research direction of this article.Then according to the problems faced in the construction process,the sponge city construction is divided into four stages: exploration,promotion,development,and maturity.The construction characteristics of different stages are analyzed and appropriate research methods are matched,and the principle and applicability of the method are explained.Then the game and simulation research are carried out on the first three stages.In the exploratory stage of sponge city construction,relying on Stackelberg theory to establish a secondary supply chain model for developers and contractors,use the reverse order induction method to find the optimal solution of the model.It also analyzes the influence of the government’s sponge technology subsidy,the proportion of sponge consumers and the sponge preference of consumers on the optimal decision-making of sponge project supply chain and the benefits of key stakeholders.In the promotion stage of sponge city construction,a three-party dynamic evolutionary game model of the government,developers,and consumers is established.According to the utility matrix,the dynamic replication equation is obtained and the evolution analysis is carried out.Combining the Jacobian matrix to find the equilibrium point of the model,four evolution scenarios are obtained,and numerical simulation analysis is performed respectively.In the development stage of sponge city construction,the parameters are assumed based on prospect theory.The perceived benefit matrix is constructed and solved by evolutionary game.Numerical simulation of the equilibrium point of the active strategy evolution is carried out to analyze the influence of the initial willingness of government departments,service agents,owners,and the proportion of the agents to consumers on the evolution results.Based on the research at each stage,appropriate suggestions are put forward.The results of the research show:(1)In the exploratory stage of sponge city construction,the technology subsidies provided by the government,the proportion of sponge consumers,consumers’ sponge preference and market demand,construction transaction prices,the enterprise’s sponge technology investment level,project sponge level,corporate profits,and environmental benefits,Consumer surplus and overall social welfare change in the same direction.(2)In the promotion stage of sponge city construction,the evolutionary equilibrium points of the balance of supply and demand are(incentive,development,purchase)and(non-incentive,development,purchase).The factors that affect the main decision-making direction are direct costs,direct benefits,opportunity costs,and Opportunity benefits.Adjusting the parameters can speed up the evolution and promote the progress of sponge cities.(3)In the development stage of sponge city construction,the factor that determines the main decision-making direction is the comparison value of the comprehensive expected perceived benefit under the active strategy and the perceived loss under the negative strategy.The higher the initial willingness of the government and agents to choose a positive strategy,the faster the system as a whole will evolve to an equilibrium point.When the initial wishes of the other two parties are constant,the owner has an optimal initial probability,which makes the evolution speed the fastest.(4)In order to promote the construction of sponge cities,the government needs to improve the top-level design,strengthen publicity and education,formulate reasonable incentive policies,establish a sound regulatory mechanism,build a data disclosure platform,and extensively listen to public opinion;companies formulate long-term plans,strengthen exchanges and cooperation,and cultivate professionalism Talents,optimize design schemes,improve technical efficiency,and improve product quality;consumers must clarify their own responsibilities,pay fees in a timely manner,actively participate in construction,and spontaneously supervise and report. |
